Pre-solicitation Notice Information for HHS-NIH-NIDA(SSSA)-2014-093 Introduction The National Institute on Aging (NIA) is a component of the National Institutes of Health (NIH), part of the U.S. Department of Health and Human Services (HHS). The Institute was authorized in 1974 (PL 93-296) to improve the health and well-being of older Americans through research. Specifically, NIA supports and conducts research on aging processes, aging-related diseases, and the special problems and needs of older people; trains highly skilled research scientists; develops and maintains state-of-the art resources to accelerate research progress; and communicates with the public about health and research advances. Subsequent amendments to this legislation designated NIA as the primary Federal agency on Alzheimer's disease (AD) research. In January 2011, President Obama signed the National Alzheimer's Project Act (NAPA), which called for an aggressive and coordinated national Alzheimer's disease plan, which was unveiled in May 2012. Background The NIA Office of Communications and Public Liaison (OCPL) plans and carries out a legislatively mandated education program to disseminate the research findings of the Institute and all other relevant information to help older Americans deal with the problems of, and understand the processes associated with aging. To assist in this outreach and communication effort, the NIA funds two national information centers: the National Institute on Aging Information Center (NIAIC) and the Alzheimer's Disease Education and Referral (ADEAR) Center, initiated in response to a 1986 Congressional mandate to "gather, maintain, and disseminate information about AD and publish an annual summary of the latest information" (P.L. 99 660, Part F, Section 951). In addition, the ADEAR Center's activities contribute to the implementation of the National Plan instituted by NAPA. Together, these two centers form the NIA Information Resource Center. The need for the Centers has not diminished since their inception. In fact, as the American population ages, the need for research-based information on aging and AD is ever more urgent. In dealing with the public and other Information Center users, each of these two national information centers has a separate and unique identity. The NIAIC disseminates aging-related health education and disease prevention information, and the ADEAR Center serves as a national resource on AD, providing accurate, timely, research-based information about the disease, its consequences and potential treatments, research, and available services. Each Information Center serves a broad audience of the general public, patients and family members, physicians and other health professionals, researchers, special interest groups, service organizations, other government agencies, and the mass media. Purpose The purpose of this contract is to support NIA's mission to disseminate information about health and research advances related to aging and Alzheimer's disease. The contract will provide support to NIA including: database development and information management; website development, hosting, management and maintenance; public inquiry response; content and publications development; communications research, outreach; other communications support services; logistical and conference/meeting support; and warehousing/materials storage and distribution. Current Contract Information This requirement shall be a re-competition of Contract HHSN271201000011I which is currently scheduled to end 9/21/2014. The current contractor is: JBS International Incorporated 5515 Security Lane Suite 800 North Bethesda MD 20852 It is anticipated that a single Fixed Price Indefinite Delivery Indefinite Quantity contract will be awarded over a five year period of performance beginning on or about 08/15/2014. The anticipated period of performance shall be August 15, 2014 through August 14, 2019. Based upon the results of the market research performed under Small Business Sources Sought Notice HHS-NIH-NIDA(AG)-SBSS-13-172, the Government will not use FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. This solicitation is reserved exclusively for small business concerns, pursuant to FAR 19.502-2 Total Small Business Set-Asides. The NAICS Code is 511199 with a size standard of 500 employees. Any responsible small business Offeror may submit a proposal for consideration. This RFP will be available electronically on or about 04/18/2014, and may be accessed through FedBizOpps http://www.fedbizopps.gov/. This notice does not commit the Government to award a contract.
