Description
Draft Power Train Component Parts List of parts required for ordering Draft List of parts required for ordering Draft Power Train Component Part List for ordering The AFTC Specialized Contracting (AFTC/PZIE) office at Eglin AFB, FL 32542, intends to issue multiple pre-priced Blanket Purchase Agreements (BPAs) in accordance with Simplified Acquisition procedures, Part 13 of the FAR to support needs of the 96th Range Support Squadron (96th RANSS), Threats and Mobile Targets Flight at Eglin AFB. AFTC/PZIE is establishing multiple Blanket Purchase Agreements (BPAs) for the requirement to overhaul/rebuild/refurbish, fabricate and /or acquire various engines transmissions, track components, drive train components and various parts for domestic and foreign track and wheeled assets (see Draft Statement of Requirements, Draft Parts List, and Draft Power Train Component Sample Parts List). Please note that a BPA is not a contract but is an agreement that establishes the Price and Terms & Conditions of future orders/calls. A BPA is a streamlined method for acquiring supplies/ services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. THE GOVERNMENT WILL NOT BE ISSUING A FORMAL SOLICITATION VIA FBO. REQUESTS FOR QUOTES (RFQS) WILL BE ISSUED TO CONTRACTORS BASED ON RESPONSES TO THIS SYNOPSIS (SEE BELOW). The Government is not obligated to notify respondents of the results of this notice. In addition, the Government does not intend to pay for any information provided under this notice. This acquisition is intended to be a Total Small Business set-aside in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.203 Set-asides for small business concerns and FAR Subpart 19.502-2 total small business set-asides. However, this synopsis is open to all business concerns. This requirement will be awarded on a restricted basis using North American Industry Classification System (NAICS) code 336992, with a small business size standard of 1000 employees. In the event there aren't enough responses from responsible, capable small businesses, then large business responses will be considered. Each awarded BPA will have a five (5) year ordering period and $4.9M Master Dollar Limit. BPA will expire when either the ordering period ends or master dollar limit is reached. Individual call numbers shall not exceed the Simplified Acquisition Threshold of $150,000. Simplified Acquisition Procedures in accordance with FAR Part 13 will be utilized. GPC will be utilized for all BPA calls $25,000 or below. In compliance with DFARS 252.232-7006, "Wide Area Workflow Instructions (MAY 2013)", the government will utilize Wide Area Work Flow (WAWF) (https://wawf.eb.mil/) to electronically process vendor requests for payments on all BPA calls above $25,000. There is no minimum or maximum Government obligation. Interested vendors should provide a detailed explanation of their capabilities to perform in accordance with the Statement of Requirements and provide parts on parts lists (see attached documents). These responses should include name of business, address, phone number, point of contact, and synopsis number. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. Interested parties must provide their Cage Code and DUNS number for verification of inclusion in the System for Award Management (SAM). Responsibility determinations will also precede issuance of a BPA and will be conducted in accordance with FAR 9.104. Interested parties are encouraged to address the seven elements of responsibility contained in FAR 9.104 and to complete FAR Clause 52.219-1. FAILURE TO SUPPLY THE REQUESTED INFORMATION WILL AFFECT YOUR ABILITY TO BE AWARDED A BPA. RFQs will be issued on the basis of contractors' capabilities to meet all or some portion of our current requirement, and BPAs will be issued on the basis of both capability and price. The Government reserves the right to establish one, multiple, or no BPAs with vendors who provide the most advantageous offers to the Government. Future orders/calls will be competed amongst those vendors with whom the Government establishes BPAs. The Government reserves the right to add/delete vendors at any time throughout the life of the BPA. No BPA shall be awarded to any contractor that does not have an active registration in the System for Award Management at such time as the government is prepared to make an award. All calls/orders must be acknowledged by the selected vendor in order to be retained on the BPA calling list. Delivery shall be FOB Destination to Eglin AFB, FL. All BPA calls/orders shall be issued on a firm-fixed-price basis. Companies interested in receiving a BPA shall submit the requested documentation no later than 24 April 2014 to the attention of Rebecca Winkler, AFTC, PZIE, Eglin AFB, FL, 205 W.
