Point of Contract: Loverna Johnson, Contract Specialist, (202) 366-7204 Title: Emerging Issues in Emergency Medical Services and 911 Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified 8(a) Small Disadvantage Business (SDB) concerns that may be interested in and capable of performing the work described herein to produce up to five (5) additional summary documents on emerging issues in EMS and 911, as identified by NHTSA's Office of EMS and by the National EMS Advisory Council, to inform their efforts to improve the Nation's EMS and 911 systems. NHTSA welcomes all qualified 8(a) SDB firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below and in the attached draft Statement of Work (SOW). NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will be made; however, no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP) to a qualified 8(a) SDB firm if the decision is made to offer the project on a sole source basis for award under the 8(a) Program. However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The passage of the Affordable Care Act brings new opportunities for EMS and 911 systems to play an expanding role in the development of alternative models for healthcare delivery and in increasing access to the health care system for all Americans. A series of white papers and related projects (hereinafter "white papers) will be developed to help inform NHTSA's Office of EMS, the National EMS Advisory Council, and national EMS stakeholders on opportunities and challenges to improve out-of-hospital emergency care, expand the use of data-driven performance measures, and enhance services in the rapidly evolving mobile healthcare environment. The National EMS Advisory Council (NEMSAC) was formed in April 2007 as a nationally recognized council of EMS representatives and consumers to provide advice and recommendations regarding EMS to NHTSA. The NEMSAC does not exercise program management or regulatory development responsibilities and makes no decisions directly affecting the programs on which it provides advice. The NEMSAC provides a forum for the development, consideration and communication of information from a knowledgeable and independent perspective of a strategy for advancing EMS systems nationwide. Position Statements are one instrument used by the NEMSAC to advise the Department of Transportation, the Federal Interagency Committee on EMS and stakeholders of recommended ways to improve EMS and 911 systems. An example of a NEMSAC Position Statement is available at: http://www.ems.gov/pdf/nemsac-dec2009.pdf. These white papers developed under this contract may be similar, though not necessarily identical, in format, length, and scholarship to the NEMSAC Position Statement, "EMS Makes A Difference." There were four emerging issues white papers completed under the original contract for this purpose. Those papers addressed the following topics: •· Research in Pre-hospital Care: Models for Success •· Emerging Digital Technologies in EMS •· An Analysis of Pre-hospital EMS as an Essential Service and as a Public Good in Economic Theory. •· Efficacy of Pre-hospital Application of Tourniquets and Hemostatic Dressings to Control Traumatic External Hemorrhage OBJECTIVE: The purpose of this current effort is to produce up to five (5) additional summary documents on emerging issues in EMS and 911, as identified by NHTSA's Office of EMS and by the National EMS Advisory Council, to inform their efforts to improve the Nation's EMS and 911 systems. The documents will reflect the current state of the scientific literature; documents may also include solicited stakeholder or expert opinion. At the request of NEMSAC, NTHSA, or the Lead Authors with NHTSA approval, the documents may include solicited stakeholder and expert opinion, in compliance with the Paperwork Reduction Act of 1995, both for inclusion within the text of the documents and as a means for allowing for stakeholder comment on draft documents prior to their publication. The documents will be submitted to NHTSA in a format suitable for electronic publication to EMS stakeholders. Any interested qualified 8(a) SDB firms should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 15 calendar days from the date of publication of this notice.
