Description
DEPOT LEVEL REPARABLE (DLR) SPARES AND AIR FORCE-MANAGED CONSUMABLES Purpose: The purpose of this Sources Sought Synopsis (SSS) is to identify potential sources and if this effort can be competitive or a Small Business Set-Aside. This is a SSS for market research purposes ONLY. The Air Force Sustainment Center (AFSC) at Tinker AFB is requesting information for the procurement of advisory and assistance services (A&AS) to provide analysis and reports for DLR Spares and Air Force-Managed Consumables by mirroring: a.) The Secondary Item Requirements System (SIRS/D200A); b.) The buy and repair budget for Central Secondary Item System (CSIS/D200N) stratification products; c.) Readiness Based Leveling (RBL) model reports; and d.) The total Readiness Spares Packages (RSP) requirements produced by Requirements Execution and Allocation Logistics Module of the Weapon System Management Information System (WSMIS/REALM/D087H) to estimate changes in backorders (and resulting issues and stockage effective measures) that result from changes in Air Force operation or policies. The information from this SSS will be used to determine available sources for the items listed below under "Pending/Tentative Program Requirements." NO solicitation is available at this time. Requests for a solicitation will not receive a response. This SSS is open to all types of businesses, including small businesses. The information in this notice is based on current information available to date. This information is subject to change and is not binding to the Government. Any updated information will be provided in future announcements, if applicable and posted electronically on the Federal Business Opportunities website at www.fbo.gov. Contractors not responding to this Sources Sought will not be precluded from participation in any future solicitation, if issued. The proposed North American Industry Classification Systems (NAICS) Code is 541611, which has a corresponding Size Standard of $14 Million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses, to include: Small Businesses, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice, if applicable, and identity your small business status to the identified NAICS code. Pending/Tentative Program Requirement: The AFSC at Tinker AFB is conducting market research to identify potential sources that may possess the expertise, capabilities and experience to meet the requirements for qualification and performance. Potential sources for this A&AS support MUST be able to produce a "mirror" process of D200A, i.e. replicate the output of D200, EXACTLY and PRECISELY. This includes an Aircraft Availability Modeling (AAM) technique that is highly specific and is not utilized elsewhere in the Government or commercial world. Potential sources must have an intimate knowledge of Air Force forecasting and legacy systems. This particular requirement is utilized when budget and/or man-power adjustments are necessary. It is a required level of support that is non-negotiable. Potential sources MUST be able to demonstrate this level of support on day one of the performance period. The potential sources would also be required to mirror D200N, RBL and RSP. Qualified contractors will need expert knowledge in mathematics with an emphasis in statistical analysis. Qualified contractors will need expert knowledge of Visual Basic. Qualified contractors may be required to travel to Tinker Air Force Base for consultations and reviews once a year. Qualified contractors will not have access to Government servers. Potential sources shall be required to work with the supply support staff office at Tinker AFB, Oklahoma, via the Contracting Officer's Representative, to service the Supply Chain Management Group (SCMG) across three centers (Tinker AFB, Robins AFB in Georgia and Ogden AFB in Utah). Potential sources shall be required to generate recurring and nonrecurring reports, utilizing Microsoft Office. The recurring analyses and reports include quarterly and bi-annual taskings. These taskings include quantity shifts sent to bases and depots for use and repair, weapon system variance comparison based on programmatic data pulled from a contractor-owned website and forecasting accuracy analysis comparing the biannual budget cycle to the previous year's budget cycle. Contact information for potential sources-owned website will be provided in the event of a contract award. Recurring Reports: Recurring Report One: The Weapon System Variance Report (WSVR) is a workbook comprised of the comparison (with variance and variance percentage) of all Air Force weapon system programmatic data (flying hours, Program Depot Maintenance and Engine Overhaul) changes between budget cycles. Potential sources shall be required to pull this information from the Interrogation Requirements Information System (IRIS) website of D200F Past & Future Program data and to consolidate it into an Excel report, providing a snapshot of the programmatic changes between cycles, eliminating individual queries by specific weapon system. This is a vital tool for programmatic and budgetary analysis and is used by the Inventory Management Community (Item Management Specialists/Material Managers, Requirements Control Officers, Equipment Specialists, and Budget Analysts) across the SCMG. Recurring Report Two: Potential sources shall be required to produce two quarterly reports. The first report shall capture RBL push data, broken out into four PowerPoint bar charts. The first chart will show the level changes for the current quarter and the three previous quarters for all three centers. The other three charts will break out the data by individual center. The second report shall be an Excel spreadsheet. This report is needed after RBL re-computes, but before RBL pushes, to show the level changes by base and depot for review by the maintenance shops. Recurring Report Three: Potential sources shall be required to generate annually a Defense Forecast Accuracy cost analysis by simulating the impact changes in demand rates had on the D200 computation (comp), using the AAM. For example: A baseline buy and repair requirement is established for a given comp cycle (Sep12 for FY13 results), and then the previous year's rates (Sep11 for FY13 results) are essentially overlaid into it, holding all other data elements constant (at Sep12 values for FY13). A comparison between the baseline comp and the simulated comp, using the previous year's rates, is made to determine the buy and repair impact due to changes in rates. Potential sources shall be required to present the results by item in an Excel spreadsheet and to summarize in a Word document each year. It is critical this analysis simulate the actual D200 computation and AAM as accurately as possible. Non-recurring Reports: Potential sources shall be required to provide non-recurring analyses and reports when requested by the SCMG. These analyses and reports will vary in depth and duration, but will be supply chain related. All recurring and non-recurring analyses and reports will be a result of mirroring the D200A, D200N, RBL and RSP. Non-Disclosure Agreement: Potential sources and each contractor employee performing work under this requirement shall be required to complete a non-disclosure agreement prior to beginning work. Security: All contractor personnel performing under this order shall be required to have a favorable National Agency Check and Inquiry (NACI). The NACI is a background check conducted by the Office of Personnel Management and adjudicated by the Air Force Central Adjudication Facility. All Contractor personnel shall be required to strictly adhere to all requirements, provisions and restrictions of the Privacy Act of 1974. Government Systems: Other than what is required to perform the requirements of the effort, Contractor personnel shall not release or remove system documentation, data, or reports generated by or through use of Government systems. All requests for information are required to be forwarded to the COR. Potential sources shall not use or disclose the data provided by the Government for any purpose or in any manner not specifically authorized or required for performance of this requirement. General Information: Potential sources shall be responsible for the employment, training, guidance and supervision of qualified personnel to accomplish required tasks. Qualified contractors shall ensure employees have the ability to clearly read, write and speak English. Qualified contractor personnel shall be required to begin work on day one of the performance period. There will be no ramp-up or phase-in time. Performance Period: The contemplated period of performance for this effort is three (3) years, comprised of a one (1) -year basic period, with two (2) one (1) -year option periods, beginning 1 October 2014.
