- This sources sought announcement is for information and planning purposes only; this announcement is not a formal solicitation and is not intended as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement.. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Interest in this announcement is to determine the availability and capability of Small Disadvantaged Businesses (SDB). The purpose of this notice is to gain knowledge of potentially qualified SDB’s in the following priority sequence. HUBZone, Service Disabled Veteran Owned Small Business (SDVOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB), and other small businesses with their size classifications relative to the North American Industry Classification System (NAICS) code of 336111, Automobile Manufacturing. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The U.S. Department of State, Office of Acquisition RPSO-FL, on behalf of the American Embassy in Quito Ecuador is seeking qualified and capable certified SDB’s that may be interested in providing the items below. Please note that this research is for planning purposes only and does not constitute a solicitation for competitive bids/proposals and is not to be construed as a commitment by the Department. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated below. GENERAL REQUIREMENTS: Sedan, Hyundai I10, 4 Cylinder, 1.100cc, manual transmission, air conditioner (40 each) and Pickup Truck, Nissan Frontier (D2-111), double cab, manual transmission, air conditioner (30 each). All vehicles need to be warranted for two years and service performed in country. These vehicles will be donated to the Government of Ecuador, and must be in the name of the U.S. Embassy in order to donate the vehicles and register the vehicles. SUBMISSON REQUIREMENTS: Only SDB’s are to submit capability packages. The capability packages for this sources sought market survey are not proposals, but rather statements regarding the company’s existing experience in relation to the requirement. Interested SDB’s capable of meeting the above requirements are invited to submit a Capabilities Package, not exceeding 3 pages, must include at a minimum the following information: 1. Company name, Company Address, DUNS number, and POC information. 2. Relevant NAICS codes. 3. SDB status. 4. Relevant past performance / experience with purchasing, registering and warranting vehicles in an international environment and registering for the USG. General affirmations of interest will not be considered in our set-aside decision. Only Capability Statements addressing the above-mentioned requirements will be considered. SDB’s that have the interest and capabilities to provide the general requirements above should submit the information by 24 April 2014 at 1100 am EST to Ms. Lisa Goodwine @ GoodwineLC@state.gov.
