Introduction: This Sources Sought Notice is issued by the Department of Defense, Washington Headquarters Services Acquisition Directorate (WHS/AD), on behalf of the WHS/ Enterprise Information Technology Services Directorate (WHS/EITSD). This Sources Sought Notice is for market research purposes and is not a request for proposals. A determination by the Government to not compete this requirement based upon responses received from this notice is solely within the discretion of the Government/WHS/AD. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. The purpose of this Sources Sought Notice is to obtain information and receive industry comments that will be instrumental in assisting the Government in (1) locating potential sources with the ability/capability to satisfy its requirement, (2) determining an appropriate acquisition method and contract type to procure a requirement of this nature, and (3) obtaining information that will assist the Government in improving existing services resulting in a stable and secure enterprise Information Technology (IT) network that meets the functionality, speed, and capacity expectations of the Office of the Secretary of Defense (OSD) end users while complying with Department of Defense (DoD) and Federal rules and regulations. *****SEE ATTACHED SOURCES SOUGHT NOTICE FOR FULL DETAILS***** The Government is looking to identify all qualified sources under the North American Industry Classification System (NAICS) 541513 entitled "Computer Facilities Management Services" Responses from all sources are requested including Small Businesses, 8(a) small businesses, HUBZone small businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses. A contract is anticipated to be awarded in calendar year 2015 with a one-year base period and three one-year option periods. The contract type will be determined through the evaluation of the sources sought information received. SECTION CHANGED VIA AMENDMENT 00002- Minimum Security requirement: The Prime Source/Joint Venture must have a Top Secret Facility Clearance at the time of proposal submittal. The contractor employees assigned must have interm secret; however tasks at the TS/SCI (DIA Adjudicated or capable of reciprocal acceptance by DIA) will be required. Safeguarding Government Sensitive Information at the Source's facility is not required as part of this contract. Further details on security classifications will be available at the RFP stage. Potential Sources shall, at a minimum, have successfully appraised accoring to the following: Minimum Mandatory Appraisal: 1. ISO 20000-3: Service Providers or Appraised at CMMI Level III (Service) and; 2. Appraised at CMMI Level III (Development) Subcontractor appraisal may not supplant the requirement that Prime Source/Joint Venture having been appraised at the aforementioned levels. Potential Sources shall demonstrate, through specific past performance, proficient compliance, implementation and adherence to the following: 1. DoD 8570.01-M (Information Assurance Workforce Improvement Program) 2. DoD 8510.01 DoD Information Assurance Certification and Accreditation Process (DIACAP) 3. DoD 8500.1/2 Information Assurance 4. NIST Cyber Security Framework 5. ICD (Intelligence Community Directive) 503 Potential Sources should also note that the Government anticipates the requirement for individual certifications on a graduated scale commensurate with CLIN structure at the RFP Stage. *****SEE ATTACHED SOURCES SOUGHT NOTICE FOR FULL DETAILS***** This requirement is an outcome of the industry day and Request For Information (RFI) conducted in January- March of 2013 (See FBO RFI posting "HQ0034-13-AVM01222013).
