Description: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT. NO CONTRACT WILL BE AWARDED AS A RESULT OF THIS ANNOUNCMENT, AND NO REIMBURSEMENT WILL BE MADE FOR ANY COST ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP REQUESTS. The North American Industry Classification System (NAICS) code for this procurement is 541620. The Federal Aviation Administration, William J. Hughes Technical Center is seeking interest and capability statements from vendors that can provide Superfund Environmental Architect-Engineer (AE) Services in accordance with the Comprehensive Environmental Responsibility, Compensation and Liability (CERCLA) Act more commonly known as Superfund and addition to Superfund, investigations are also performed in accordance with the Resource Conservation and Recovery Act (RCRA), and other Applicable or Relevant and Appropriate Requirement (ARARs). Finally, all work must be performed in accordance with applicable New Jersey Department of Protection (NJDEP), and local regulatory requirements. The grounds and waters of the FAA, William J. Hughes Technical Center, located at the Atlantic City International Airport constitute the majority of the watershed for the Atlantic City Municipal Utilities Authority (ACMUA). ACMUA provides drinking water to Atlantic City and nearby onshore communities. Both surface water and groundwater are used for this purpose. In 1985, the ACMUA well field was in the process of being located on the Technical Center, it was then the New Jersey Department of Environment Protection (NJDEP) issued the Technical Center an Administrative Consent Order for contamination of several areas on the property. This site was listed on the National Priority List (NPL) of superfund sites in 1990. Then in 1993, a required legally-binding Federal Facility Agreement (FFA) was signed between the U.S. Environmental Protection Agency (EPA) and FAA for conduct of the superfund remediation activities for the National Priority Listed (NPL) or the superfund listed site, the FAA Technical Center. This requirement is for all aspects of regulatory compliance, investigations and designs with tasks covered under this statement of work include environmental management and technical support related to Superfund only. Major overall programmatic deliverable required irrespective of tasks assigned consists of: Health and Safety Plan Field Sampling Plan- Quality Assurance Plan (FSP-QAP) Interagency and Stakeholder Monthly Coordination and Progress Meetings Community Relations Plan and Activities Five year reviews Complex groundwater and plume modeling Geographic Information System-Mapping Laboratory Analytical Data Services Preliminary Assessments/Site Investigations (PA/SI) Remedial Investigations/Feasibility Studies (RI/FS) including laboratory and bench scale treatability studies Proposed Plans including Public Comment Notifications and presentation at Public Meeting Records of Decision (ROD) Remedial Construction Support Quarterly Groundwater Monitoring and Reporting Operation and Maintenance (O&M) Technical Support for Remedial Facilities to include: scope of work preparation, process control advice, and technical troubleshooting Compliance Support for the Federal Facilities Agreement and RODs Accelerated Remedial Investigations and Designs Ecological Risk Assessments Environmental Monitoring Onsite Engineering Support A narrative statement of qualifications/capabilities in dealing with a requirement of this magnitude in response to this sources sought notice.
