Description
Synopsis: 1. 8(a) Small Business Set-aside. a. This proposed contract is being solicited as 100% set-aside for 8(a) small businesses; therefore, replies to this notice are requested from only 8(a) small business concerns. The appropriate NAICS for this contract is 562910. The small business size standard classification for this contract is 500 employees. Per FAR 52.219-14(c) (4), at least twenty-five (25) percent of the work shall be performed by the prime consultant. If applicable, Joint Venture agreements must be approved prior to SF 1442 submission and must be recognized by the SBA as attaining 8(a) status. 2. Description of Work. Work includes but is not limited to the following: a) Description of Work: The work to be performed under this contract consists of providing environmental remediation of various regulated and/or hazardous waste sites and environmental facility management to the U.S. Coast Guard Facilities Design and Construction Center (FDCC) - Detachment Seattle in the State of Alaska primarily in Kodiak, AK. Remedial Actions include, but are not limited to, containment, removal, treatment (onsite, offsite, and insitu), transportation and disposal. The full spectrum of contaminants commonly referred to as hazardous and toxic waste (HTW) may be encountered. Materials other than HTW such as ordnance/explosive constituents, chemical warfare agents, and radioactive materials if encountered, will be remediated by others. Key personnel assigned to individual task orders shall have the required qualifications pertaining to the specific categories anticipated to be encountered at the site. The Contractor shall ensure that all activities performed by its personnel, subcontractors and suppliers are executed as required in compliance with all applicable environmental and safety laws and regulations and shall meet all relevant, appropriate, and applicable professional standards. b) Extent of Services. 1.) The Contractor will provide services as generally described in the Statement of Work of this contract. Individual task orders issued under this contract will describe actual services to be performed for specific projects. 2.) A request for Proposal (RFP) will be issued to the Contractor describing the work to be performed when services are required. The Contractor shall respond with a written proposal within 14 calendar days unless otherwise directed. The Contractor's proposal may be accepted by the Government without negotiation as is or negotiated to mutual agreement of both the government and the contractor. A task order will then be issued which will be the Contractor's authority to commence work. 3. Evaluation Criteria. The Government will be looking for Contractors with prior experience in Environmental Remediation to include, but not limited to, contaminated soil excavation, closure of regulated underground storage tanks, implementation of various remedial technologies, asbestos and hazardous building material abatement, constructability reviews and remediation cost reviews. The Government will also be looking for Contractors with prior experience managing environmental regulatory programs to include, but not limited to, preparing remediation work plans, preparing site-specific health and safety plans, preparing stormwater pollution prevention plans for remediation projects, conduction exposure assessments of workers performing remediation and abatement work, and performing remedial activities under various environmental programs. Project Organization and Key Personnel, Capacity and Past Performance will also be evaluated. 3. Contract Structure. The Government intends to award a single, Indefinite Delivery, Indefinite Quantity (IDIQ) contract for a five (5) year period. Award of Task Orders under this IDIQ contract will vary from a minimum of $1000.00 to a maximum of $750,000.00 per task. Maximum Contract total is $9.5 million over the five (5) year life of the contract. The minimum guarantee of $10,000.00 for the entire contract term will be satisfied by the award of the initial Task Order. Estimated date of contract award is July 2014.
