Description
VA786-14-R-0156 Pre Solicitation Notice for New Drainage Installation Services For Fort Logan National Cemetery, Denver, Colorado RFP VA786-14-R-0156 - The Contractor shall furnish all labor, supervision, tools, materials, and equipment necessary to install a new subsurface drainage system at Fort Logan National Cemetery in accordance with the scope of work, specifications, drawings, and per applicable standards and requirements. THIS RFP IS REPLACING THE PREVIOUSLY POSTED RFQ VA786-14-Q-0152 1. Survey, evaluate, determine, and verify the existing conditions within the designated project work area. Verify the locations of all existing underground utilities, storm drainage piping, storm drainage manhole(s), and gravesite locations along with all existing irrigation piping, sprinklers, valves, control wiring, and other irrigation components. Contractor's licensed professional land surveyor or civil engineer shall survey, layout, and stake the path of the new drainage system with final approval by the COR. 2. Excavate to install a new 4' I.D. manhole MH-11A in the location shown on the drawings and the approval of the COR. Intercept the existing 24" diameter HDPE storm drain piping and place the new manhole base and flow channel to maintain the existing pipe slope through the new manhole. Provide a lateral inlet for a new 4" diameter, Schedule 40 PVC pipe, located 0.25' above the lowest invert of the existing 24" HDPE storm drain piping. Installation shall be in accordance with the contract drawings, specifications, and the City & County of Denver standard details (Drawing Sheet L-4). 3. Excavate a 500 linear foot trench approximately 4'-6" to 5'-6" below grade from the new manhole MH-11A to the northwest side of gravesite Section 61 as shown on the drawings. Maintain a minimum 1.50% slope from the far end of the trench (500' station) to the new manhole. The trench depth will vary to accommodate for the existing surface grade and to achieve the 1.50% minimum slope. Trench as close to the existing gravesites while avoiding the existing utilities, irrigation system, and other underground obstructions with approval by the COR. 4. Excavate the two (2), 40 linear foot drainage system branch lines down approximately 4'-6" to 5'6" in the irrigation aisles between the gravesites as shown on the drawings. Maintain a minimum 1.50% slope from the far end of the trench to the new tee connectors. The trench depth may vary to accommodate for the existing surface grade and to achieve the 1.50% minimum slope. Trench between the existing gravesites while avoiding the existing utilities, irrigation system, and other underground obstructions. 5. All excavated material, debris, and waste shall be removed from cemetery property and disposed of in an approved landfill. 6. Install 260 linear feet of new 18" Multi-Flow (or equal) drainage collector line from the 240' station to the 500' station (west end of the trench). Cap the end of the collector line at the 500' station using an end cap provided by the manufacturer and install in accordance with the manufacturer's instructions. Backfill the trench with very coarse sand as specified and with approved by the COR. Construct and utilize as many PVC centering devices when backfilling as necessary to ensure proper clearance between the drainage collector and the trench walls and to allow proper placement of the sand around the drainage system per the manufacturer's requirements. Backfill the top 12 inches of the trench with amended topsoil and grade to 1" below finish grade. Install new turfgrass sod over the trench with no gaps between seams. Restore all surfaces and grades to their original elevations. 7. Install two (2) 40 linear foot sections of the 18" Multi-Flow (or equal) drainage collector line at both 40' branch lines locations as shown on the drawings. Connect to the two (2) branch lines to the main 18" collector line using tee connectors provided from the manufacturer and in install accordance with the manufacturer's instructions. Backfill the trench with very coarse sand as recommended by the drainage system manufacturer and approved by the COR. Construct and utilize as many PVC centering devices when backfilling as necessary to ensure proper clearance between the drainage collector and the trench walls and to allow proper placement of the sand around the drainage system per the manufacturer's requirements. Backfill the top 12 inches of the trench with amended topsoil and grade to 1" below finish grade. Install new turfgrass sod over the trench with no gaps between seams. Restore all surfaces and grades to their original elevations. 8. Install the new 4" diameter, Schedule 40, PVC transport pipe from the 240' station to the new manhole. Connect the 4" PVC pipe to the 18" Multi-Flow drainage collector line using a transition connector provided by the manufacturer and install in accordance with the manufacturer's instructions. Set the pipe on granular bedding material and backfill the trench with approved material per the contract specifications. Backfill the top 12 inches of the trench with amended topsoil and grade to 1" below finish grade. Install new turfgrass sod over the trench with no gaps between seams. Restore all surfaces and grades to their original elevations. 9. Install two (2) each, 4" cleanout/inspection ports along the new 4" diameter PVC pipe, installed flush with the finish grade as indicated on the contract drawings. The cleanouts shall have threaded plugs. 10. Test all new components and final installation for full functionality and satisfactory workmanship. All completed work and testing shall be verified and approved as completed satisfactory by the COTR. 11. Thoroughly clean up the work area at the end of each day's work, and at completion of the project. Leave premises clean and free of waste, scrap, used equipment, or other material intentionally or incidentally delivered to the site by Contractor or Contractor's personnel. Project will be for a 60 days after award. This acquisition is for a 100% Service Disabled Veteran Owned Small Business Set-Aside. North American Industrial Classification System (NAICS) Code 221310 is applicable. Please reference Solicitation Number RFP VA786-14-R-0156 on remittances. An electronic solicitation will be available for download from www.FedBizOpps.gov on or about April 24, 2014. Responses to the solicitation are due by 2:00 p.m., May 16, 2014. Offerors are advised that they are responsible for obtaining amendments to the solicitation which is available at Fed Biz Opps.
