- Small Business Sources Sought: This is a Sources Sought announcement seeking only Small Business responses in order to determine Small Business participation in this acquisition. This sources sought is for information and planning purposes only and is issued for the purpose of market research in accordance with FAR Part 10. The Department of the Army, Mission Installation Contracting Command (MICC) - Ft Eustis, Virginia is only seeking small businesses that are interested and capable of performing the work described herein. This sources sought is intended to be a small business set-aside. As a result of this notice, the Government may issue a Request for Proposal; however, there is no solicitation available at this time. This notice is for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, Solicitation, Request for Quotes, or an indication that the Government will contract for the items contained herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this sources sought notice. Any responses received will not be used as a proposal. This is not a request for proposals and in no way obligates the Government to award any contract. Requirement: Provide program support for TSS implementation and operations to Headquarters, Department of the Army (HQDA), the U.S. Army installations, the U.S. Army Commands (ACOMs), the U.S. Army Installation Management Command (IMCOM) and IMCOM Regions, the U.S. Army National Training Center (NTC), the U.S. Army Training Support Center (ATSC), the U.S. Army Environmental Command (AEC), the U.S. Army National Simulation Center (NSC), the U.S. Army Training and Doctrine Command (TRADOC) and Combined Arms Command (CAC), U.S. Army Reserve Command (USARC), and the U.S. Army National Guard (ARNG), Direct Reporting Units (DRU's). TSS includes providing support for the Army's Sustainable Range Program (SRP) which includes two key components, the Range and Training Land Program (RTLP) and the Integrated Training Area Management (ITAM) Program; providing management of the Training and Doctrine Command (TRADOC) Virtual Training Environment; providing assistance to the Battle Command Training Center (BCTC); providing support for Training Aids, Devices, Simulators, and Simulations (TADSS); and providing technical support to the Leader Training Program (LTP) - National Training Center (NTC), Fort Irwin, CA. The TSS support contract will effectively provide the Army with the necessary support to manage Army ranges and land assets with the Army's emerging constructive, virtual, and gaming domains enabling an operationally-relevant training environment for the Army Warfighters. The TSS contract will incorporate services and support in the following five (5) task areas: (1) Sustainable Range Program (SRP) (a) Range Operations (b) Range Modernization (c) Integrated Training Area Management (ITAM) (d) Geographic Information Systems (GIS) (2) Combat Training Center (CTC) Support (a) Leader Training Program (LTP) (b) Operational Environment (OE) Support (c) Miscellaneous CTC Support (3) Mission Complex and LVC-IA Support (a) Technical Support (b) Training Support (c) Exercise Support (d) Program Management (e) LVC-IA Support (4) Soldier Training Support (a) Training Support Center (TSC) Operations (b) TSC Modernization (c) Program Management (5) Training Development Support (a) Combat Development Training Capability (b) Mission Training Capability (c) Virtual Capability (d) Gaming Capability (e) Constructive Simulation Capabilities A draft Performance Work Statement (PWS) is attached which describes the task areas. Refer to C-3 Requirements in the PWS. The designated NAICS Code is 541990, All Other Professional, Scientific, and Technical Services; size standard $14M. The period of performance will be a five (5) year Ordering Period. At a minimum, offeror response to this Sources Sought notification shall provide the following: 1) documentation (not to exceed five (5) pages - front and back or ten (10) pages single-sided) - standard 8 X 11 pages using not less than 10-pitch font) articulating the offeror's capabilities and technical expertise clearly and adequately and in sufficient detail to make an informed determination that the offeror possesses the necessary functional area expertise and experience to compete for this acquisition and the ability to successfully perform the services described above; 2) socio-economic standards (Small, Small Disadvantaged, 8(a) certified, HubZone, Veteran-Owned, Service Disabled Veteran Owned, Woman-Owned, Historically Black University, etc); 3) number and retention statistics for current employee base; 4) revenue for the last three years; and 5) Past Performance documentation of same/similar work dating back not more than three (3) years (this documentation shall show that the offeror has experience in the same/similar work described above and may include Government and non-Government contracts). All documentation submitted in response to this notice shall be submitted in electronic format only by 22 April 2014, 2:00 PM to the Mission Installation Contracting Command (MICC) - Ft Eustis, ATTN: Sheila Hill; Sheila.a.hill.civ@mail.mil.
