The space offered in no event should be on no more than one (1) contiguous floor, first floor space is preferred, contiguous with an open floor plan, and can be provided by modification of existing space. The building must be constructed of masonry or concrete. An on-site parking or parking lot must accommodate at a minimum of 50 dedicated, standard sized, parking spaces, and with a minimum of 10% of these spaces ADA accessible, plus any additional parking required by code. The building and parking area must be fully accessible meeting all requirements of Architectural Barriers Act Accessibility Standards (ABAAS). At the time of the initial response to the Request for Lease Proposal (RLP), property owners/developers must provide written proof of the following: a)Ownership or non-contingent control of that portion of the property which is to serve as VA parking. Net usable square feet does not include such areas as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors and public toilets required by local code. The building must meet certain security requirements as set forth in the VA Physical Security Design Manual for a life-safety protected facility, as well as VA Handbook 0730, Appendix B. Brokers or legal representatives submitting property must show written acknowledgement and permission to represent the property. Property owners and developers must provide written proof of ownership or non-contingent control of property at the time of submission of initial bids. The following information shall be provided along with the expression of interest: (1)Site plan depicting the building (2)Block or floor plan of space proposed for offer (3)Identification of an on-site plan demonstrating location of parking to be dedicated for VA's use (4)Ingress/egress to street(s) (5)Evidence of proper zoning for medical use (6)Evidence that the property lies outside the 100-year floodplain For further information concerning the requirement, please e-mail Mr. Garland Gill Jr at ggill@isiwdc.com. Location: The space must be located within the following delineated area: North: - W. Goshen Ave, W Murray Ave and E. Goshen Ave beginning at the intersection of W. Goshen Ave and State Route 99 continuing east to Rd 140. South: - W. Prosperity Ave, E. Prosperity Ave, N. Blackstone St, and E. Prosperity Ave beginning at the intersection of N. J Street and W. Prosperity Ave/E. Prosperity Ave continuing east to Blackstone St continuing south southeast to E. Prosperity Ave continuing north northeast to RD 140; East: - Rd 140 beginning at the intersection of E. Goshen Ave and Rd 140 continuing south and ending at E. Prosperity Ave; West: - State Route 99 and N. J Street beginning at W. Goshen Ave and SR 99 continuing south onto J Street and ending at W. Prosperity/ E. Prosperity Ave. Offerors must provide evidence that properties are outside the 100-year flood plain. Lease Term: Ten (10) years / Five (5) years firm with termination rights applicable at any time, after completion of Year 5 of the lease term, by giving ninety (90) days written notice to lessor. Availability: The estimated occupancy date is August 2016. EXPRESSIONS SHOULD INCLUDE THE FOLLOWING INFORMATION AND MUST BE RECEIVED IN WRITING NO LATER THAN 4 P.M. (EDST) April 18, 2014. 1. Building name or development site, address, age of building and owner. 2. Total net usable square feet, existing or proposed. 3. Rental rate Note: The Government will pay no more than the appraised fair market rental value for space. The VA assumes no responsibility to award a lease based upon responses to this notice.
