Description
Statement of Work DFARS 252.209-7994 This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, and authorized by FAR subpart 13.5, if the acquisition is being made using simplified acquisition procedures. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is a 100% Small Business Set Aside combined synopsis solicitation. The NAICS Code for this synopsis/solicitation is 335911, Size Standard 500. Solicitation/ Purchase Request number F2KTAB4042A002 is issued as a Request for Proposal (RFP). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-72 effective 30 Jan 2014. Notice to Offeror(s)/Supplier(s): IAW FAR 52.232-18, Availability of Funds (Apr 1984). Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs, The Government intends to award one contract for Uninterruptible Power Supply (UPS) Upgrade with contract line item numbers (CLINs): 0001 - UPS Batteries - Model # LS2-600 Description: Replace the batteries and capacitors in the Uninterruptible Power Supply (UPS). In accordance with the FAR 13.106-1(a)(2) offerors are notified that award will be made on the basis of Best Value. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
