An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Carlisle Barracks is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. The following factors shall be used to evaluate offers: Technical (Technical capability of the item to meet the government specifications and delivery schedule- 30 days ARO), Past Performance and Price. Technical and past performance, when combined, are equal when compared to price. Past Performance: Contractors are to provide with their proposal a minimum of three (3) performance references and one (1) financial reference. The performance references must be of comparable magnitude and similar in nature to the work required under the solicitation. The Government reserves the right, prior to making an award, to conduct pre-award survey of the prospective contractors in or to determine that the contractors can meet the minimum standards for responsible contractors as defined in FAR 9. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, ?unknown? shall be considered ?acceptable?. PAST PERFORMANCE EVALUATION RATINGS RATINGDESCRIPTION ACCEPTABLEBASED ON THE OFFEROR?S PERFORMANCE RECORD, THE GOVERNMENT HAS A REASONABLE EXPECTATION THAT THE OFFEROR WILL SUCCESSFULLY PERFORM THE REQUIRED EFFORT, OR THE OFFEROR?S PERFORMANCE RECORD IS UNKNOWN. UNACCEPTABLEBASED ON THE OFFEROR?S PERFORMANCE RECORD, THE GOVERNMENT HAS NO REASONABLE EXPECTATION THAT THE OFFEROR WILL BE ABLE TO SUCCESSFULLY PERFORM THE REQUIRED EFFORT.
