This is a synopsis is for an Eglin AFB, FL Indefinite Delivery, Indefinite Quantity Architect and Engineering (A-E) Services - multi-year contract for a five year period, Multi-Discipline. This procurement is Full and Open Competition. The design work is located in Okaloosa County, and in Walton County, Fl. This acquisition is unrestricted and will be competed using A-E selection procedures in accordance with FAR 36.6, Architect-Engineer Services. The North American Industry Classification System (NAICS) code for this acquisition is 541330 for Engineering Services; Size Standard is $14 million. The A-E will perform services are comprised of Title I, Architect and Engineering Services and Title II, Surveillance and Inspection Services and other A-E services, on an as required, task order basis to include feasibility studies, conceptual designs, budget estimates, CADD produced design of alterations, maintenance, repair, and construction projects, construction management and inspection. Projects are all located within the confines of Eglin Air Force Base Reservation and outlying test sites. This is a Firm Fixed Price contract having a five (5) year ordering period. A minimum of $2,500.00 one time fee will be guaranteed to the awardee A-E firm over the life of the contract, five years. The maximum contract amount shall not exceed $5,000,000.00 for the life of each contract. The minimum Task Order amount is $2,500.00 and the maximum Task Order amount is $1,000,000.00. Any Task Order amount exceeding $1,000,000.00 will require prior agreement between both parties. Evaluation and Selection: Firms desiring consideration must complete the Standard Form 330, Parts I and II, Architect-Engineer Qualifications. Entire submission is limited to a maximum of 40 pages to include both Parts I & II of the SF 330. Identify the firm's Joint Ventures (existing), including Mentor Proteges and teaming arrangement information as applicable. All firms must demonstrate their qualifications (including key subcontractors) with respect to the selection criteria which is listed in the below in descending order of importance. (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in Department of Defense work, with an emphasis on facilities maintenance; (3) Capacity to accomplish the work in the required time; (4) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographic area of Eglin AFB, FL and knowledge of the locality of the project. (6) CADD capability and compatibility with Auto CADD (2011, or latest version) and capability to digitize existing drawings for CADD use. (7) Availability of all A -E disciplines in house. (8) Demonstrated success in energy conservation pollution prevention, waste reduction and use of recovered materials. Each award will be an Indefinite Delivery Indefinite Quantity (IDIQ) where work is ordered via task orders on an as-needed basis during the life of the contract provided the government and the contractor agree on the amount. Each task order will be a firm fixed price A-E contract. * Send the above requested information to the Operational Contracting Office, both electronically and on a compact disk (CD). The CD disk(s) must contain all of the documents that are submitted in the form of six hard copies. The CD disk(s) may contain files in either PDF and/or in Word document version 97-2003. Please do not email your submission. No contractor base access badges will be issued for hand delivery of the Architect-Engineer Qualifications submission. Registration under this NAICS code 541330 is required. All firms should be certified in the System for Award Management (SAM) in accordance with DFARS 204-1103 located at https://www.sam.gov/ Firms desiring consideration must submit six hard copies of Standard Form 330, Parts I & II, Architect-Engineer Qualifications to the Operational Contracting Office, AFTC/PZIOC, Attn: Christine Young, 308 West D Ave, Suite 130, Eglin AFB, FL 32542-5418. Deadline for receipt of Standard Form 330 in the Operational Contracting Office is 2:00 pm (CST), April 21, 2014. It is anticipated that the final selection will result in the award of five firms. Following the final selection being completed the government may negotiate with the selected firms in accordance with FAR 36.606. The selected firms will be provided with a draft Request for Proposal model contract (SF 252, Price Schedule, contract clauses, Statement of Work) and request for cost and pricing data. After negotiations are concluded contract award will be made to the most highly qualified A-E firms. Only those firms which submit the Standard Form 330 by the receipt date/time specified in this announcement will be considered for selection. The Government will neither award a contract solely on the basis of this synopsis, nor pay for any information that may be submitted by respondents or for any follow up information requests for this synopsis. Not providing a response to this synopsis will prohibit and exclude your company from participating in the future solicitations.
