Synopsis: THIS IS A REQUEST FOR INFORMATION ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR QUOTES, OR AN INDICATION THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT WILL NOT REIMBURSE RESPONDENTS FOR ANY COSTS ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES. III. Background & Description This Request for Information (RFI) by the Office of the Assistant Secretary of Defense for Research and Engineering (ASD(R&E)) seeks interested sources for upcoming requirement for technical support. The National Defense Education Program (NDEP) supports basic science and engineering research within academic as well as education initiatives that seek to create and develop the next generation of scientists and engineers for the defense and national security workforce. SMART was established by Congress as a means to infuse the Science and Technology (S&T) workforce of the Department of Defense (DoD) with highly skilled science and engineering professionals. This unique workforce development program provides scholarships to undergraduate and graduate students pursuing degrees in technical fields (see Attachment A). While in school, participants serve as summer interns at DoD laboratories and return to those labs after graduation to complete a period of obligated employment service. The post-graduation employment commitment is equal to the amount of time the student received scholarship funding under this program. The Office of the Assistant Secretary of Defense for Research and Engineering (OASD(R&E))/Research Directorate (RD) manages the SMART Program. Objectives The program requires the contractor to identify, evaluate and recruite undergraduate and graduate students in Science, Technology, Engineering, and Mathematics (STEM) disciplines in U.S. colleges and universities and administering Federal scholarship ancillary fellowship programs. See attached DRAFT PWS V. Response Format This section contains all information required to submit a response. No additional forms or other materials are needed. ASD(R&E) appreciates responses from all capable and qualified sources that meet the following format. Capabilities Statement shall be no more than (4) four pages (8.5"x 11", using not smaller than 12-point Arial font) in length. Responses shall be in word or word compatible document. Please provide the following business information: 1. DUNS Number. 2. Company Name. 3. Company Address. 4. Company Point of Contact, phone number and email address 5. Current GSA Schedule Contracts and other GWACs Responses are due by no later than 3:00 PM, EST on 14 April 2014. WHS appreciates your assistance with this market research and emphasizes that this is for planning purposes only. This is not an invitation for bid, request for proposal or other solicitation and in no way obligates WHS to award a contract. Acknowledgment or receipt will not be, nor will telephone inquiries be honored. No payment will be made for responses. Respondents should clearly mark any proprietary information submitted in response to this RFI. Since WHS anticipates a large response to this request we will be not be engaging in telephonic discussions, presentations or meetings.
