- The Army Network Enterprise Technology Command (NETCOM) has a requirement for local telephone exchange services for the Tobyhanna Army Depot, PA to include commercial subscriber lines, digital access trunks, Primary Rate Interface (PRI) trunks, transport channels and direct inward dialing (DID) numbers. The proposed award will be a firm-fixed price type contract for a base year and four one-year options. All Incumbent and Competitive Local Exchange Carriers certified by the State of Pennsylvania may submit an offer. Sources responding to this requirement must indicate in writing whether they are a large, small, disadvantaged and /or women-owned business s. The Standard Industrial Classification (SIC) for this acquisition is 4813. Release of the Request for Proposal (RFP) is anticipated on or about 18 April 2014. When released the RFP can be viewed and downloaded from the Army Single Face to Industry (ASFI) Acquisition Business Web Site located at https://acquisition.army.mil/. Please e-mail questions relating to this notice to the Contracting Officer. A pre-proposal meeting and site visit for this requirement is tentatively scheduled for 08 May 2014 at the Tobyhanna Army Depot, PA. Meeting location information will be published in the RFP, when released, and provided to confirmed attendees. Offerors planning to attend the pre-proposal meeting must submit a request via e-mail to the Contracting Officer not later than 28 April 2014.
