- The purpose of this synopsis is to identify potential sources to fulfill the requirement described below. This notice is published for market research purposes only to identify interested parties. Responses to this sources sought notice will be used by the Government to determine how the solicitation will be issued (i.e. full and open competition or a set-aside). This notice invites all interested parties to submit the data listed below indicating this interest in supporting this requirement. Interested parties should submit their data as a pdf attachment to an email by 1:00 pm EST on 14 Apr 2014. Responses shall include the complete name and address of the interested party, CAGE Code, DUNS Number, and the name, phone number and email address of at least one POC. Responses shall be no longer than one page. Statement of work is as follows: STATEMENT OF WORK FOR WARGAME CENTER VIRTUAL PLANNING WORKSPACE HARDWARE 1.0 DESCRIPTION OF ORGANIZATION The United States Special Operations Command (USSOCOM) Wargame Center conducts Wargames, Rehearsal of Concept (ROC) drills, senior leader seminars, and other Special Operations Forces (SOF) Operational Planning Events in order to directly support the USSOCOM Commander in achieving operational and planning priorities for SOF. These events require visualizing, displaying, synchronizing, and rehearsing operational and mission concepts in terms of time, space and prioritization during multiple Commanders' directed leadership events. To meet this requirement, the Government has transformed the Wargame Center into a Wargame Theater with a Virtual Planning Workspace (VPW) capable of supporting many different types of events supporting various mission planning activities. To support many different types of commander required activities, leading edge technologies were utilized to create an interactive and seamless display environment supporting multiple users across all visual data displays - both on and off site. This statement of work requires hardware support for the VPW system and its capabilities. 1.1 TASK PURPOSE AND OVERALL OBJECTIVE The overall objective of this SOW is to provide the Wargame Center and their staffs with technical hardware support for subject matter expertise for the VPW Image Generator and associated projectors and hardware. The level of technical complexity varies from medium risk to high risk. The VPW system is new to the USSOCOM and thus requires highly skilled, technically competent individuals able to perform proficiently on the VPW hardware. The VPW system will be utilized for very high level General Officer / Flag Officer events and requires highly competent individuals to address any issues in the least amount of time as technically possible. 2.0 SPECIFIC REQUIREMENTS: 2.1TECHNICAL & MAINTENANCE SUPPORT The contractor shall provide support to the Wargame Center in preparation for and in support of events. The contractor shall apply expertise in the VPW hardware. The contractor shall apply expertise in visualization of imagery in a 3D environment as well as hardware operation and manipulation. The contractor will provide an expert level capability to diagnose, repair and maintain operational capability four (4) "Barco Galaxy" model number 4K-23 overhead projectors. The contractor must provide personnel trained as Barco Certified Experts to perform installation, basic maintenance as well as advanced diagnostics and repair for this effort. The contractor will ensure that all Projectors are tested and fully operational prior to an event and provide dedicated set up, operations, and troubleshooting during the event. It is not intended that the contactor supports the Waregame Center with a full time equivalent maintainer. Support will be episodic based upon the following support services: Preventive Maintenance. The contractor will provide and adhere to a preventive maintenance schedule for all projector hardware. Maintenance procedures should be in accordance within industry standard timelines and must be provided to the Government within 10 days ARO. The contractor will be responsible for identifying the preventive maintenance required as well as performing such maintenance. Preventive maintenance must not interfere with scheduled Wargame Center events and is required to be coordinated with Wargame Center staff. Contractor may be required to perform maintenance during non-tradional hours (1700-0700) and potentially on weekends in order to not impede scheduled events that occur during 0700-1700 hours Monday through Friday. It is anticipated that preventive maintenance will occur quarterly but it is the responsibility of the contractor to determine such schedule and adhere to it as necessary. Emergency Maintenance. Due to the nature of the high profile events in the SOCOM Wargame Center, the contractor must be able to respond onsite to an emergency equipment failure or malfunction within 48 hours. If spare parts are not on hand in the Wargame Center, the contractor must requisition emergency parts to expedite repair. Emergency equipment failures must return to fully operational status in no more than 5 business days. Contractor may be required to perform maintenance during non-tradional hours (1700-0700) and potentially on weekends in order to not impede scheduled events that occur during 0700-1700 hours Monday through Friday. USSOCOM conducts approximately 12 significant Wargame Center events each year, of which two are considered no-fail with the highest levels of DoD leadership involved.
