Description
(Ambulance Presolicitation Notice) The U.S. Army requires standby ambulance and emergency services support for U.S. School sporting events in Wiesbaden, Baumholder, and Stuttgart. This notice seeks to gather questions and comments to further define this requirement prior to the formal solicitation is posted on or about 18 April 2014. This acquisition will result in one or more firm fixed price contracts to provide services in accordance with the Statement of Work. Each sport and location will be listed as separate line items because each type of sporting event has a different average time and the successful contractor will be paid for each event, not on an hourly basis. The base period of performance is for one year with two option years. The exact dates and times for the events in each sport will be provided prior to be beginning of the period of performance for that sport. The government intends to issue one (1) contract for all three areas, but may issue an individual contract for each area, based on best price offer. The Statement of Work, which describes the required services, is presented below for your examination and discussion. Also, WAWF has a dedicated training website at https://wawftraining.eb.mil/xhtml/unauth/web/wbt/WbtSummary.xhtml DoDDS-EUROPE AMBULANCE SUPPORT STATEMENT of WORK 1. GENERAL DESCRIPTION: a.The Contractor shall furnish the necessary personnel, materials, and services to provide ambulance services for the Wiesbaden, Baumholder, and Stuttgart Department of Defense Dependent Schools (DoDDS) High School sporting events at the various locations within the United States Army Garrisons Wiesbaden, Baumholder, and Stuttgart. b.The Contractor shall provide one ambulance vehicle, one trained medical technician, and one ambulance driver. The vehicle, medical technician, and ambulance driver shall be present one half hour before the start of each DoDDS high school sporting event. Sporting events will last anywhere from approximately four to a maximum of eleven hours. Ambulance personnel must be fluent in English to communicate effectively with patients and applicable points of contact. Contractor must be able provide coverage for games when given at least seven days notice. 2. ADDITIONAL INFORMATION: a.Typical sporting event injuries that may be treated include but are not limited to: sprains, muscle pulls and tears, broken bones, and possible neck and back injuries. The assigned ambulance personnel will provide on-site medical treatment for minor injuries such as minor cuts and bruises that would not require evacuation for further medical treatment. Should medical evacuation be required to save life, limb, or eyesight, the vendor shall evacuate the casualty to the nearest available Medical Treatment Facility (MTF) and return to the DoDDS activity. If a casualty requires evacuation for an injury that does not threaten life limb or eyesight, the vendor will stabilize the casualty, request evacuation from the nearest MTF, and resume support of the DoDDS sporting activity once the casualty has been transferred. b.The Government will provide the season schedule not later than two weeks prior to the first event. The Government will confirm one week prior to the event or game in accordance with the season schedule. The Government will notify the contractor immediately when there is a cancellation or any change to the game(s) schedule. c. The Contractor will provide invoices for payment of all services performed. d.The Contractor shall provide support for the following sports, number of players and average event duration: American Football; 11 players; 6 hours Basketball; 5 players3 hours Soccer; 11 players; 6.5 hours Wrestling; 40 wrestlers; 10.5 hours e.The locations at which services will be provided are listed below by community and sporting event. The government will provide the specific location for each event when the event is confirmed one week prior to the event.
