- This is a SOURCES SOUGHT NOTICE - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO 21), is soliciting information from qualified sources to perform Language Interpretation and Translation Services. The services required will include sign language interpretation and translation of multiple languages to include converting written, verbal, and/or spoken communication. Services may be provided to both VA employees and beneficiaries. Contractors must be American Sign Language (ASL) certified and American Translators Association (ATA) certified. The scope of work under this procurement includes providing all labor, materials, equipment, transportation, supervision, and all other items necessary to perform the required language services in accordance with terms and conditions of the contract, industry standards, the current Joint Commission Manual, Occupational Safety and Health Agency, and all applicable local, State, and Federal laws, regulations, codes, and directives. The anticipated period of performance for this requirement is for a base period with four one-year option years with the total duration not to exceed 60 months. The corresponding North American Industry Classification System (NAICS) Code is 541930 with a small business size standard of $7.0 million. Respondents will not be notified of the results. Based on the responses received, the Contracting Officer reserves the right to determine the set-aside status. Set-aside preference is currently being considered for Service-Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs). No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by e-mail to the point of contact identified below; no other method of transmittal will be accepted. Respondents are requested to submit a capability statement not to exceed five pages that clearly addresses the following requirements: The Company has experience in managing and performing a program of language services for at least twenty-four months during the past thirty-six months for a full-service medical facility. Additional information: (1) Name of organization. (2) Organizational address(s) and telephone number. (3) Organization's point of contact and contact information including telephone number and e-mail address. (4) Current GSA contract number. (5) Current business size status for the applicable NAICS. (6) DUNS number. (7) Small Business Status. (8)Total number of years of experience in providing this service. (8) Current and/or past performance reference information for requirements of similar size that includes the contract/order number, customer, and customer contact information, contract value, period of performance, prime or subcontract, and a brief description of services provided under the contract/order number. Responses to this Sources Sought Notice shall be e-mailed to the Contracting Specialist, Nicole H. Dorsey, at nicole.dorsey@va.gov. Please include the RFQ Identifier VA261-14-I-0433 along with "Language Interpretation and Translation Services" in the subject line of the email. Responses must be received no later than 4:00 PM PST on April 15, 2014. Failure to submit all information requested on a timely basis will result in a contractor not being considered as an interested business.
