- This is not a Request for Proposal or an announcement of a solicitation. This sources sought notice is to gain information of interest and capabilities and to conduct market research. The sources sought should not to be construed as a commitment by the Government to contract for any supply or service. This announcement is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this sources sought received by the Government will not be accepted to form a binding contract. The Government is not obligated to consider any contractors input as a result of this notice. If a solicitation is issued, the Government does not guarantee that it will be issued to sources sought respondents. Pursuant to Army Regulations 25-1, Army Information Technology 2-16. (12) (h.),...regardless of dollar value, Army organizations must use Computer Hardware, Enterprise Software and Solutions (CHESS) to purchase commercial-off-the-shelf (COTS) products, including software, desktops, notebook computers, video teleconferencing equipment, and IT peripherals, unless CHESS grants a waiver to procure from an alternate source. All interested parties must have the capability to sell directly through their CHESS contract and fulfill this requirement as described below should forward their capabilities in writing to the point of contact provided below. The applicable North American Industry Classification System (NACIS) Code is 334111. Responses are due before the close of this notice on Thursday, 10 April 2014 11:00 AM EST via email to Ms. Mitchelle Labady, mitchelle.labady@usma.edu. The Mission Installation Contracting Command (MICC) West Point is seeking sources for the purchase of Quantity: 1,122 units of each of the following Description: (1) Microsoft Office Pro Plus 2013 32 Bit X64 Campus/School/Student CD Media, Quantity 25+ (Manufacturing Number: 79P-04515) and (2) Microsoft Windows 7 Pro 64-Bit Campus/School/Student CD Media, Quantity 25+ (Manufacturing Number: FQC-03123) Delivery Date: 02 May 2014 The release of the solicitation is anticipated to be within one (1) week. For this solicitation, MICC West Point intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider; FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A bidder may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC West Point is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. When the solicitation is released, all responsible bidders that respond MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Bidders that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
