- Attachment I - Supplemental Information (includes Packaging, Handling, Shipping & Transportation Requirements) Attachment II - FAR 52.212-3 (Nov 2013) Attachment III - FAR 52.212-5 (Jan 2014) PLEASE READ THIS NOTICE IN ITS ENTIRETY INCLUDING ATTACHMENTS BEFORE CONTACTING THE POC WITH QUESTIONS/COMMENTS. THANK YOU. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSCG23-14-Q-PAP033 and is issued as a Request For Quotation (RFQ). This announcement incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-72 (dated 30 JAN 2014) and as supplemented with additional information included in this notice. This acquisition is unrestricted and only qualified offerors may submit a quote. The NAICS code for this procurement is 336611 with a small business size standard of 1000 employees. The U.S. Coast Guard Asset Project Office (APO) has a requirement to procure the item listed in Attachment I - Supplemental Information. It is anticipated that a non-competitive sole source purchase order shall be awarded as a result of this synopsis/solicitation. It is the Government's belief that only Marinette Marine Corporation (MMC) possesses the necessary data and parts to successfully produce this item. All responsible vendors may submit a quotation, which if received timely, shall be considered by the Agency. The Packaging, Handling, Shipping and Transportation Requirements (also included in Attachment I) need to be viewed and adhered to. Vendors must have a valid DUNS number, be registered with the System for Award Management (SAM) and shall provide the company Tax Information Number (TIN) with its quote. Award shall be made without discussions unless the Contracting Officer determines discussions are necessary. The following FAR Provisions and Clauses apply to this solicitation. Offerors may obtain full text versions of these provisions and clauses electronically at http://www.arnet.gov/far. FAR 52.212-1, Instructions to Offerors-Commercial Items (July 2013); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2013) with Alternate I (included as Attachment II) - vendor must include a completed copy of FAR 52.212-3 with its quote; FAR 52.204-7, System for Award Management (July 2013); FAR 52.212-4, Contract Terms and Conditions--Commercial Items (Sept 2013); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Jan 2014) applies to this acquisition, and is included as Attachment III with the applicable clauses marked. A formal notice of changes, if applicable, will be issued in FedBizOpps (www.fbo.gov) via amendment(s). It is each vendor's individual responsibility to monitor the FBO website for changes.
