- Clause 52.212-4 Clause 52.212-4 Minimum Must Have Specification Requirements This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-72C. This announcement constitutes the only solicitation. This solicitation is issued as a Request for Quotation (RFQ). The applicable North American Industry Classification (NAICS) is 334516 Analytical Laboratory Instrument Manufacturing. A firm fixed price contract will be issued. All firms or individuals responding must be registered in system for Award management (SAM) via http://www.sam.gov. All quotes received from all business concerns will be considered without further notice. Minimum Must-Have Specification Requirements for TOC High Temperature Combustion Analyzer and TN Module - Solicitation AG-6197-S-14-012 1. Quoted instrument must be able to simultaneously complete analysis of TOC and TN in environmental water samples and soil filtrates after extraction with salt solutions. 2. Quoted instrument must be capable of measuring Total Organic Carbon (TOC), Non-Purgeable Organic Carbon (NPOC), Total Carbon (TC), Total Inorganic Carbon (TIC) and Total Nitrogen (TN) in aqueous samples. 3. Quoted instrument must employ high temperature catalytic combustion to eliminate salt interferences and to insure complete oxidation of hard-to-decompose organic compounds in aqueous samples. 4. Quoted instrument must employ a non-dispersive infrared (NDIR) detector to quantify CO2 in the range 50 ppb to 30,000 ppm. 5. Quoted instrument must employ chemiluminescence detection for TN in the range 50 ppb to 2,000 ppm. 6. Quoted instrument sample collection and injection system must be able to remove 100 μl - 2.0 ml sample volumes with a precision of 1.5% for replicate measurements. 7. Instrument analysis time for TOC and TN should be < 10 minutes per sample. 8. Quoted instrument must include an auto-sampler capable of holding at least 68-40 ml vials. 9. Quoted instrument must be capable of auto-rinsing the injection line between each sample. 10. Quoted instrument must be capable of auto-calibration and auto-dilution. 11. Quoted instrument must be a bench top unit that will fit in a space that is ~48 inches wide and ~26 inches deep. 12. Quoted instrument must be PC-controlled, using a Windows 7 operating system. 13. Quoted instrument must include Select Service Agreement covering parts, labor, travel and one annual PM costs for one year following installation. Award will be based on technical acceptability, best value and ability to deliver ARO. Minimum must-have specifications listed above. All minimum must-have specification requirements must be verifiable.
