- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICIATION IS ISSUED ON THE DATE IDENTIFIED BELOW. SOLICITATION DOCUMENTS: The solicitation will be issued as a Request for Quote (RFQ) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will be available to download from this website on or about April 22, 2014. DESCRIPTION: The Contractor shall furnish all labor, supervision, equipment, transportation and materials required to install new siding and trim on the Hayfork Residence #1004, Residential Garage #1534 and Women's Barracks #1007. The work also includes replacing the windows on the Hayfork Residence #1004 and Women's Barracks #1007. In addition the front and rear doors on Hayfork Residence #1004 are to be replaced. The work shall include but not be limited to installing new building wrap, installing new siding and trim, caulking, flashing, painting, removing the existing windows, installing new windows, removing existing doors, installing new doors and all other work and incidentals necessary for the complete installation of new weatherproof siding, windows and doors. PROJECT LOCATION AND ACCESS: The project site is located at a Forest Service compound not far from The Hayfork Ranger Station of the Shasta-Trinity National Forest. The Hayfork Compound (40˚ 32' 57" N, 123˚ 9' 48" W) is located at in Trinity County at 240 Forest Avenue off of Highway 3 in Hayfork, CA. PRICE RANGE: The price range is between $25,000 and $100,000. CONTRACT TIME: The estimated start work date is May 15, 2014. Contract time is 60 calendar days from the effective date of the Notice to Proceed. BONDS: A Payment Bond or Irrevocable Letter of Credit (ILC) in the amount of 100% of the contact price will be required of the successful contractor within 10 days of award. SITE VISIT: A pre-bid meeting is not planned at this time. However, it is strongly advised to interested vendors to thoroughly investigate the site to determine the full extent of the work. An appointment shall be made with Pete Cates prior to visiting the site. Pete Cates' phone number is (530) 226-2327. SET-ASIDE: This procurement is 100% set aside for small business. NAICS code 238170, with a size standard of $14.0 million average annual receipts. RESPONSE TIME: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than the date and time indicated on the solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award, see solicitation documents for more details. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases. PLAN HOLDERS LISTS: The Interested Vendors List (IVL) on this site has replaced the Plan Holders Lists available in the past. To register as an interested vendor, select Register as an Interested Vendor and follow directions on the site. The IVL is the only such list maintained for this procurement.
