Description
Justification The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data and Information Service, Field Delegate intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Johns Hopkins University /Applied Physics Laboratory (JHU / APL) to provide support for the with the recommendations to NOAA's Agency Program Management Council briefing and provide additional independent technical review and recommendations to NOAA for the following areas: 1. The scope of work is for the contractor to evaluate the following summary questions: Was the analysis of alternative options comprehensive? Was the analysis to get to the recommendation sufficiently thorough? Was the IPT organized well to leverage existing talent and reach out as needed for other expertise? Was the recommendation reasonable? Are the follow-on plans sufficiently scoped? 2. The contractor shall recommend to on-going studies for cost-effective space segment mitigations to the risk of a gap in the Joint Polar Satellite System (JPSS) microwave and infrared atmospheric soundings. Gap Mitigation recommendations should consider the following trades: Science degradation and National Weather Service (NWS) needs Architectural options Cost, schedule, and risk implications Innovative concepts and technology options for a spare processor for four ProSensing Stepped Frequency Microwave Radiometers (SFMR) for the Aircraft Operations Center in MacDill AFB, FL.
