This is a SPECIAL NOTICE to announce an INDUSTRY DAY for DRY DOCK, UNDERWAY AND EMERGENT SUPPORT REPAIRS FOR THE USACE HOPPER DREDGE FLEET (ESSAYONS AND YAQUINA). Industry Day will cover both hopper dredges; however, they will be procured separately. 1. PARTICIPATION / INSTRUCTIONS TO ATTEND IN INDUSTRY DAY: INDUSTRY DAY DATE: 18 April 2014 TIME: 9:00 A.M. LOCATION: U.S. Army Corps of Engineers - Portland District; Block 300 Building; 333 SW 1st Avenue - Portland, OR 97204 ROOM: 10th Floor Training Room POINT OF CONTACT FOR RESERVATION: Mr. Michael Stearns (michael.d.stearns@usace.army.mil; 503-808-4609). Should your firm not be able to make it in person, video conferencing will be available. INFORMATION REQUIRED FOR PARTICPATION: 1) Firm's name, 2) whether your firm will attend in person or via video conference, 3) which dredge procurements you are interested in (Essayons, Yaquina or both), 4) names and titles of individuals who will be participating and 5) their phone numbers and work e-mail addresses. NOTE: Firms who do not demonstrate their interest and provide the required information prior to the closing of this announcement, will not be allowed to participate in Industry Day. 2. PRESENTATIONS FROM PARTICIPANTS: The purpose of this forum is to allow firms to demonstrate their capabilities in performing repairs on similar ships, under a Master Ship Repair Agreement (MSRA). Firms will be limited to thirty (30) minutes for their presentation, followed by thirty (30) minutes for questions and answers. At a minimum, presentations shall address the following items: a.) Proposed location of dry dock. Describe the work / shop space and available equipment. Demonstrate that the dry dock meets the requirements listed below, in the section 'Capabilities.' b.) If proposed dry dock is at a location other than Portland, describe the ability to provide life support to Government personnel. Include ability to provide adequate work / office space for Government personnel at the dry dock location and availability of Government billeting within fifteen minutes of the dry dock location. c.) Recent and relevant experience within the past five (5) years with the repair or modernization of ship propulsion, power generation, structural, steering and electronic systems on large ships under a MSRA or similar contract vehicles. Firms shall include a brief description of the project along with the customer's name, timeliness of performance, customer's satisfaction and dollar value. Please provide a minimum of three (3) projects, but no more than five (5). d.) Ability to provide emergent and underway repairs for the dredge during its operational season, approximately April to mid-November. Firms shall show they have agreements in place for ports of call along the West Coast of the Continental United States (CONUS), Hawaii and Alaska. e.) Ability to provide tug assist services from Terminal 2 in the Port of Portland to the contractor's facilities. f.) Experience with repairing dredges or similar vessels, as stated within the 'Capabilities' section below. Based on the relevant experience requested above, this information may simply be reiterated. g.) If other than a small business, demonstrate ownership of an approved accounting system, which is DoD compliant. Additional information for typical work to be performed can be found below, under the sections 'General Information' and 'Capabilities.' These sections were originally posted in the Sources Sought Synopsis for the Essayons, which can be viewed by searching in Federal Business Opportunities (FBO - http://www.fbo.gov), under the keyword 'W9127N14R0029.' While doing your search, ensure 'Last 180 Days' is selected in the dropdown menu for 'Posted Date.' NOTE: After selecting the Sources Sought, a Draft Performance Work Statement (PWS) and MSRA can be found under the hyperlink 'Additional Documentation.' 3. GENERAL INFORMATION: The U.S. Army Corps of Engineers (USACE), Portland District, has been tasked to solicit for and award a procurement for Dry Dock, Underway and Emergent Support Repairs for the Hopper Dredge Fleet (Essayons and Yaquina). USACE maintains a U.S. Coast Guard (USCG) Certificate of Inspection, as well as an American Bureau of Shipping (ABS) Load Line for this vessel. All work shall meet the standards of these two regulatory bodies. All overhaul and dry dock work shall be performed at the contractor's facilities. The Essayons is a trailing arm suction-type Hopper Dredge with an overall length of 350 feet, a beam molding of 68 feet with drag arms in cradle and 108 feet with drag arms on dock, a Normal Light Draft Forward of 19 feet, a Normal Light Draft Aft of 21 feet and is 7248 long tons. The Yaquina is a trailing arm suction-type Hopper Dredge with an overall length of 200 feet, a beam molding of 72 feet with drag arms in cradle and 108 feet with drag arms on dock, a Normal Light Draft Forward of 6 feet 7 inches, a Normal Light Draft Aft of 10 feet 3 inches and is 2001 long tons. The overhaul and dry docking period shall be located on the CONUS West Coast. The scheduled period of performance will generally take place between the months of October to March. This period will require dry dock space and potentially, a mooring berth. Emergent work requirements may be performed at the contractor's facilities or when the vessel is operating, as determined by Portland District and the operating schedule of the dredge. Repairs while underway shall be the responsibility of the contractor. This shall include emergency tug assist services; therefore, the contractor shall have acceptable agreements for emergency or underway repairs with ports of call on the CONUS West Coast, Hawaii and Alaska. Major work items associated with the overhaul and dry docking include but are not limited to: - Hopper staging and steel repairs - Remounting bow thruster - Repairing drag arm system winch and overhauling machinery - Repairing valves - Replacement and general ship systems maintenance and repair work - Possibly replacing dredge engines, pumps and piping - Hull coating replacement - Steering and propeller shaft work (Dropping rudders and removing tailshafts) - Repairing and replacing sea valve / sea chest / hull anode - Removing and inspecting anchor chain and chain locker - Repairing hopper door and actuator - Inspecting, cleaning, removing and/or overhauling supply and exhaust fans - Cleaning pump and engine room bilges - Inspecting and maintaining fire detection and extinguisher systems - ABS special survey 4. CAPABILITIES OF POTENTIAL OFFERORS: a.) At a minimum, pier and wet berth for the Essayons shall meet the following criteria: - Minimum low-water level of 25 feet - 380 feet between fore and aft tie-off kevels - 50 feet by 16 feet clear pier working area - Documented pounds per square foot load capability - 1200 Amp, 480 Volts AC, 3-Phase, 60 Cycle electrical service with GFCI and phase protection - Availability of potable water - Fire protection with a minimum flow of 400 GPM at 50 psig b.) At a minimum, pier and wet berth for the Yaquina shall meet the following criteria: - Minimum low-water level of 20 feet - 250 feet between fore and aft tie-off kevels - 50 feet by 16 feet clear pier working area - Documented pounds per square foot load capability - 400 Amp, 480 Volts AC, 3-Phase, 60 Cycle electrical service with GFCI and phase protection - Potable water with a minimum flow of 45 GPM at 60 PSI for filling ship's tanks - Fire prevention and protection plans c.) At a minimum, dry dock for the Essayons shall meet the following criteria: - Minimum lift capacity of 8,500 long tons - Minimum clearance between wing walls shall be 74 feet - Minimum keel block height shall be 6 feet d.) At a minimum, dry dock for the Yaquina shall meet the following criteria: - Minimum lift capacity of 2,001 long tons - Minimum clearance between wing walls shall be 64 feet - Minimum keel block height shall be 4 feet 5.
