- The U.S. Coast Guard (USCG) currently operates 125 RB-M boats with an anticipated final fleet size of 170 boats. The RB-M is manufactured by Marinette Marine Corporation based in Marinette, Wisconsin. Present USCG plans call for the operation of a 170 boat for a fleet total of approximately 102,000 operational hours per year (204,000 combined system hours based on twin waterjet propulsion system configuration), however, end state fleet size remains under review. The USCG RB-M boat is based on the Double Chine Deep V CAMARC LTD/KVICHAK Hull Design. These USCG RB-M boats are operated differently from commercial boat operation of similar configuration in that they support USCG Search and Rescue (SAR) and Law Enforcement missions in an off-shore and heavy weather environment. USCG RB-M missions require frequent and sustained operation in higher sea states, variable propulsion loading situations including long periods of idling and increased cycling of all working components including but not limited to all control surfaces. These environments and severe performance requirements accelerate failure of all related systems and components of the boat including seals and bearings. The RB-M is equipped with two DETRIOT DIESEL MTU SERIES 60 Six Cylinder, Four Stroke engines with DDEC IV ECMs. Each engine is attached to a TWIN DISC MG5114SC REDUCTION GEAR which drives a KAMEWA Rolls Royce FF375S WATERJET. The Coast Guard has experienced higher than anticipated mean time between failure (MTBF) rates for waterjet propulsion system components, including associated waterjet repair costs and parts availability issues which have necessitated this study to identify potential waterjet propulsion system retrofit options. THIS IS NOT A SOLICITATION ANNOUNCEMENT. This is a request for information (RFI) only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this RFI is to gain knowledge of potential waterjet propulsion retrofit options for the RB-M. The USCG is seeking information from sources who can provide technical, cost and schedule information for potential RB-M Non-Developmental Item (NDI) boat waterjet propulsion systems retrofit solutions that comply with all FAR and CFR requirements. The information obtained will be used to develop a strategy to maximize operational effectiveness and minimize total ownership cost of the Coast Guard's RB-M fleet. Responders should provide the following: ~Relevant information on the potential integrated boat waterjet propulsion system ~ preliminary higher level waterjet propulsion system specification and a description of its integration in the RB-M boat ~ A clear identification of where the proposed waterjet propulsion system is presently being used in actual operational conditions, or if the respondent has an alternative system for consideration that is not in true actual operational use, then the respondent may describe the system and must clearly indicate its actual developmental status ~Budgetary pricing to include total ownership cost (including all recurring and non-recurring costs) for the integrated waterjet propulsion system The engines must enable the modified boat to meet or exceed the existing boat performance as described in the 45FT Response Boat-Medium (RB-M) Operator's Handbook Manual (COMDTINST M16114.41). The waterjet propulsion system must be durable, supportable, maintainable and designed to cope with the specific performance requirements, operational environment and capable of supporting all existing equipment including, but not limited to, the engines, reduction gears, control and vectoring systems. Responders are solely responsible for all expenses associated with this RFI. All information received in response to this announcement will be kept confidential and will not be returned. Additionally, the Surface Forces Logistics Center (SFLC) Small Boat Product Line (SBPL) encourages potential respondents to give presentations, provide their solutions, or gather feedback at our facility. The RB-M boat can be made available for inspection and evaluation of integration details provided an appointment is made with the Product Line Manager or his designated representative.
