- This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The U.S. Military Academy (USMA) at West Point has a requirement for the annual hosting fee for Adam Matthew's databases. This request is from the USMA Library. The three (3) databases requested are quote mark American West quote mark quote mark China: Trade, Politics & Culture quote mark and quote mark Slavery, Abolition & Social Justice quote mark. The PCF code is 7630; SIC code is 2721 and the NAICS code is 519130 with a size standard of 500 employees. Adam Matthew Publications is the sole source provider of the below-listed databases acquired in 2009 by the USMA Library. Annual hosting fees are required for continuing maintenance and updates to these databases. The American West: Sources from the Everett D. Graff Collection of Western Americana at the Newberry Library, Chicago. China: Trade, Politics and Culture, 1793-1980: Sources from the School of Oriental and African Studies and the British Library, London. Slavery, Abolition and Social Justice, 1490-2007. The USMA Librarian has determined that the unique intellectual content of these databases is required to accomplish the academic mission of the Academy. This determination is in accordance with AR 25-97 paragraph 3-6(g) and the USMA Library Collection Development Guidelines. The Government intends to award a single Firm, Fixed-Price sole source contract to Adam Matthew Digital for hosting of the above-referenced databases. This is not a request for quote. No quotes or bids are being solicited by the Government at this time.
