- U.S. GOVERNMENT Solicitation for Expressions of Interest in Alexandria/Arlington, Virginia for approximately 85,666 BRSF of Office, Warehouse (Office Flex) and Related Space Project #1VA2007 April 8 2014 General Services Administration (GSA) seeks to lease the following space: State: Northern Virginia City: Alexandria and Arlington Delineated Area: I-395 (North & West), I-495/I95 (South), George Washington Parkway (East) Minimum Sq. Ft. (ABOA): Approximately 85,188 Maximum Sq. Ft. (ABOA): Approximately 85,666 Space Type: Office, Warehouse, and Related Space (flex) Existing Space consists of 59,763 ABOA SF of Office and Special Space including firing ranges, training and fitness areas and 25,425 ABOA SF of Warehouse, Office and Workshops including an approximately 22,000 SF outdoor training area. Parking Spaces (Total): 40 reserved including 10 secured spaces at no additional charge. Full Term: Ten (10) Years Firm Term: Five (5) Years Option Term: Five (5) Years Special Requirements: 1. Two (2) 25-yard indoor firing ranges; 2. One (1) 50-yard indoor firing range is desirable; 3. SCIF area; 4. Fitness Area including lockers and shower facilities; 5. Generator (500 kW minimum); 6. Minimum ceiling in the warehouse space shall be 20 foot clear; 7. Minimum of one drive-in door with at least 18 foot clear ; 8. Minimum of two loading docks shall be provided; 9. An indoor area to accommodate up to six dogs. This area shall include a floor drain for cleaning and maintenance. The Government is considering alternative space if economically advantageous. The Government will use the information it receives in response to this advertisement as a basis to develop a cost-benefit analysis and to determine whether to compete the lease requirement or pursue a sole source justification to remain at its current location. In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government's requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements, security infrastructure, telecommunications infrastructure, non-productive agency downtime, and the availability of alternative space that potentially can satisfy the Government's requirements. In the event that a potentially acceptable offer fails to provide required information as part of its response to this notification, the Government reserves the right to assume that the building in question cannot meet the Government's requirements. The General Services Administration (GSA) is using a tenant broker to represent the Government in this transaction. In no event shall a potential offeror enter into negotiations or discussions concerning a space to be leased with representatives of any federal agency other than the authorized offices and employees of the GSA or their authorized representative, CBRE, Inc. Expressions of interest should include the following information at a minimum: 1. Building name, address, and age; 2. Location of space in the building and date of availability; 3. ANSI BOMA Office Area Square Feet (ABOA SF); 4. ANSI BOMA Rentable Square Feet (BRSF) offered and rental rate per ABOA SF that meets the Government's standard building shell requirements for a fully serviced lease. Offeror's should include a cost table for ancillary uses including: warehouse space, outdoor training area, and parking. All costs of tenant improvements shall be paid on a lump sum basis; any such costs will be included in the cost-benefit analysis; 5. Name, address, telephone number, and email address of authorized contact; 6. Scaled floor plans (as-built) identifying offered space; 7. Information on project and building ownership. Offered space must meet Government requirements for fire safety, accessibility, green lease and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain.
