- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Norfolk, VA 23511-3392 intends to negotiate a 100% small business set-aside Indefinite Delivery Requirements-type contract with Firm Fixed Price provisions for personal property support services for packing, containerization, and local drayage of Direct Procurement Method (DPM) personal property shipments in the state of Maryland as required by NAVSUP FLC Norfolk, Supply Management Department, Annapolis, MD. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 “ Acquisition of Commercial Items, FAR Part 13 “ Simplified Acquisition Proceedures, FAR Subpart 16.5 “ Indefinite-Delivery Contracts, and FAR Subpart 19.5 “ Set Asides for Small Business. The requirement for personal property support services will consist of a three-month base period of performance that will commence on 11 April 2014 and conclude 10 July 2014, and include option provisions to incorporate two one-month option periods thereafter that would conclude on 10 September 2014. The solicitation and resulting award will contain FAR Clause 52.217-8 “ Option to Extend Services, which could potentially extend services for up to a one month period that would conclude on 10 October 2014. The North American Industry Classification System (NAICS) code for this acquisition is 484210, Facilities Support Services, and the Size Standard is $25.5 Million. A complete Request for Quote package will be available for downloading at the following websites: http://www.neco.navy.mil, www.fbo.gov. on or about 8 April 2014. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the Offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
