Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with Chemical Computing Group (CCG), 1010 Rue Sherbrooke O Bureau 910,Montreal, QC, H3A 2R7, Canada to provide Molecular Operating Environment (MOE) software and three additional (3) tokens to meet modeling requirements in support of EPA researchers. The three tokens under this license will be used within the Center for Environmental Computing (CEC), National Computer Center (NCC), Research Triangle Park, North Carolina. MOE is proprietary software of the CCG, and as such, CCG is the sole source for licensing and maintenance. To maintain continuity of operations and to avoid converting to un-tested, un-validated molecular modeling application, it is necessary to purchase an annual license lease for MOE. Additionally, using any other molecular modeling application would require: Running all existing models using the new application and then validating these models against the MOE output result. Testing the results using existing post processing tools or purchase different post processing tools. Annotating all published documents which use MOE output. Therefore, the service contract is recommended to be processed through CCG without full and open competition. The circumstance permitting is FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The anticipated period of performance is a 12 month base period and two each 12 month option periods for a total of 36 months. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will b e ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Please submit response to the U.S. EPA, Attn: Christopher Davis (MC-E105-01), RTP Procurement Operations Division, 109 Alexander Drive, Research Triangle Park, NC 27709. No telephone or faxed requests will be honored.
