Description
The Department of Veterans Affairs (VA), Office of Construction and Facilities Management, is issuing a pre-solicitation notice for a Two-Phase Design-Build requirement for a new Omaha National Cemetery, in Omaha, Nebraska. This procurement is unrestricted and will be released under Solicitation Number VA101-14-R-0043. The contractor shall provide all labor, materials, transportation, supervision, supplies and tools necessary to fully design and construct the new National Cemetery. This new National Cemetery will include but is not limited to a Public Information Center/Administration building, a Maintenance building, two Committal Shelters and an Honor Guard building. Additionally approximately 1,800 Columbarium Niches, Two Memorial Walls with 100 Plaques per wall, One Ossuary, 1,500 pre-placed double depth crypts, 400 pre-placed Urn crypts, 400 pre-placed oversized crypts and grade beam/headstone support for 1,000 traditional burial sites will be required in addition to the following other improvements: Early Turnover area with temporary PIC/Admin, Maintenance Building and Committal Shelter, Assembly / Flag area, Decorative Walls and Ornamental fencing, Roads, Parking and Walkways, Site Utilities including water, sewer, gas and electric, Storm water Management areas, Signage, GIS, Site Furnishing and Visitor amenities, Irrigation Wells and Pumping Station, Irrigation System, Lawns, Prairie Grasses and Landscaping, Perimeter Fencing and Offsite road improvements. The magnitude of construction cost for this project is between $20,000,000 and $50,000,000 with a completion period of 1095 calendar days after receipt of notice to proceed. The applicable North American Industry Classification System (NAICS) is 237990 and the small business size standard is $33.5 Million. A Project Labor Agreement (PLA) will not apply to this project. NOTICE TO Offerors: All offerors must be registered in the System for Award Management (SAM) database at http://www.sam.gov prior to submission of proposal. SOLICITATION and AMENDMENTS: Prospective Offerors must obtain copies of Phase I solicitation documents from FedBizOpps, which will be available on or about April 22, 2014. By registering at FedBizOpps (http://www.fbo.gov) the Offerors will have access to downloading plans, specifications and amendments, which will be available only in Adobe PDF electronic format. The Offerors must be registered in SAM and have a DUNS Number to download documents. By registering for the Register to Receive Notification list at http://www.fbo.gov, you will be notified by e-Mail of any new amendments that have been issued and posted. No other notification of amendments will be provided. Potential Offerors are advised that they are responsible for obtaining and acknowledging any amendments to the solicitation. PRE-PROPOSAL CONFERENCE/SITE VISIT: Details will be provided to all successful offerors that are selected for Phase II. There will be no public bid opening. All Offerors must ensure that their firms have the ability to provide both 100% Performance and Payment Bonds, which will be required in Phase II of the solicitation. In addition, the Offerors will be required to submit a bid guarantee (Bid Bond) with their proposal. The proposals will be evaluated and award made utilizing the Best Value with trade-off method per FAR Part 15.
