SIR POSTING AND ANNOUNCEMENT OF MANDATORY PRE-BID SITE VISIT - DTFAAC-14-R-02812 “ New hydraulic dock leveler, installation and concrete work at Thomas Road Warehouse (TRW) at FAA MMAC in Oklahoma City, OK. The Federal Aviation Administration (FAA) has a requirement for a new hydraulic dock leveler, installation and concrete work at Thomas Road Warehouse (TRW) at FAA MMAC in Oklahoma City, Oklahoma in accordance with the attached Statement of Work. The FAA anticipates that a Firm-Fixed price contract will be awarded as a result of this solicitation. This procurement is restricted to competition and 100% set-aside to SDVOSB. The principle North American Industry Classification System (NAICS) code anticipated for this effort is 236220 “ Commercial and Institutional Building Construction with a Small Business Size Standard of $33.5M. When responding to this Solicitation, each offeror is required to submit a written proposal in accordance with instructions provided in Section L and evaluation criteria in Section M. If all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. A MANDATORY PRE-BID SITE VISIT will be APRIL 17, 2014 at 3:00 PM CST located at the Thomas Road Warehouse located at 3601 S. Thomas Rd. Oklahoma City, OK 73179. All prospective attendees should contact Lori Lemons via email: lori.lemons@faa.gov or Ph.(405)954-5487, of your intent to attend by APRIL 15, 2014 at 3:00 p.m. CST. ONLY THOSE PROPOSALS SUBMITTED BY OFFERORS WHO ATTEND THE MANDATORY SITE VISIT WILL BE CONSIDERED. ALL QUESTIONS MUST BE IN WRITING AND EMAILED TO THE CONTRACT SPECIALIST at lori.lemons@faa.gov. Any questions submitted for consideration must be received by MAY 01, 3:00 p.m. CST to allow for responses to be provided prior to due date for receipt of proposals. Proposals from unsuccessful offerors will NOT be returned to the offeror. Only one proposal from each offeror shall be considered. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 PM CT, MAY 08, 2014 will not be considered. This solicitation is not to be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Contractors must be registered with the System for Award Management (SAM), www.sam.gov, on the date established for receipt of offers. Reference AMS Clause 3.3.1-33, paragraph (d), "if the offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered Offeror." Firms are required to submit with their proposal the Business Declaration form (SIR Attachment 4) and a copy of their SBA 8(a) certification letter, if applicable. Proposals can be submitted by email, fax, or hard copy. Email is preferred. Proposals are due no later than MAY, 08 2014, 3:00 p.m. CST. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
