- Requirements Scope of Work Installation Services for Fire Suppression I. Mission The Trusted Internet Connections (TIC) Initiative is derived from the National Security Presidential Directive 54 and Homeland Security Presidential Directive 23. The TIC is additionally responsible for coordinating cyber security operational capabilities to support the Department of Health and Human Services vision, mission, and goals. The 3 HHS- Trusted Internet Connection Access Points (TICAPs) monitor Internet based events, track Department incidents 24/7, and coordinate with the Computer Security Incident Response Center (CSIRC) to provide threat analysis, custom signature capabilities, digital forensic, malware analysis and information dissemination through the use of multiple notification types and briefs distributed through internal and/or secure channels. It is critical for the TICAPs to maintain Enterprise level Internet visibility across each Operating Division for agency situational awareness. To this end, the TIC installs, operates, provisions accounts, controls access and maintains a security stack located at each of the 3 TICAP locations. Every HHS OPDIV will use one of the 3 TICAPs for Internet access. TIC also maintains its own domain and supporting environment. All security logs for the environment sent to the TIC: Enterprise Network Operations & Security Center (ENOSC) in Atlanta, Georgia. The criticality and timeliness of many HHS functions are dependent on secure information services and systems that provide high levels of confidentiality, integrity, and availability. HHS has established the HHS- TIC as a component part of the overall HHS Cyber security program under the direction of Director, HHS TIC Operations to assist and protect HHS computer systems and information, provide expertise in security management and consulting across the Department, and to assist the HHS- CSIRC as a focal point for security information, incidents, and management for the Department. The HHS- TIC is expanding their facility in Atlanta, Georgia facility. To that end, the new construction build out requires fire suppression in their Computer Room to help protect the server environment, and the functions and offices within the new build out. II. Scope of Work Proposal will provide all material, design and labor to install a Novac-1230 clean agent fire suppression system in the new Computer Room of referenced location. Price includes: • A new dedicated 120v service for Control Panel and tie-in to base building alarm system for monitoring. • Quote based on room dimensions of 19'- 0" X 27'- 4" with 12' ceilings. • The design concentration for the gas is based on NFPA 2001- 2012 edition, which for the hazard is 7%. • All ceiling tiles will be clipped • Provide leak testing/assessment/certification • Plywood mount (Painted grey- to match existing) • End-user training for customer on system function and alerts • Construction/configuration documentation & drawings • 1-yr warranty on parts and 90-days on labor • Any permits or licenses are included in this proposal DRAWINGS/PLANS Included in separate attachment TRAINING End-user training for customer on system function and alerts III. Owner Responsibilities DHHS would provide points of contact to act as designated representatives for all information requests. It is initially understood that Steve Swansbrough would act as the designated Owner's Representative for requests. DHHS would provide access to the space during non-security hours for the contractor employees to move about freely in performance of the installation. DHHS would provide the contractor's employees and vehicles needed access passes to park at the facility and any keys needed to access the equipment closets or locked IV. Warranty All new installation work performed by the contractor would be warranted for a period of 90 days for failure of equipment and materials. In the event that equipment or materials fail to operate correctly during the warranty period, the contractor would repair or replace said equipment or materials without additional labor charges.1-yr warranty on parts and 90-days on labor. IV. Period of Performance The contractor shall work with the POC for the DHHS facility in coordinating the appropriate time to ensure the general contracting work is completed for the construction project. The contractor will have a period of 2 weeks (10) business days to install and complete the furniture installation for the facility. The period of performance (POP) is expected to start as soon as April 1, 2014 with the expectation completion date of June 1, 2014. All dates are subject to change based on construction delays and space. VI. Evaluation criteria The Contractor's quote/proposal will be evaluated based on the requirements stated in the BOM- regarding make, model, and manufacture, as well as LPTA - lowest price technically acceptable.
