- TITLE: Digital Governor Commissioning & Training Services at U.S. Army Corps of Engineers (USACE) Dams in Portland, Seattle, & Walla Walla Districts This is a SOURCES SOUGHT SYNOPSIS and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2 This is in support of market research being conducted to identify capable potential sources and to establish if this requirement can be set-aside for small business or other socio-economic program set-asides. The U.S. Army Corps of Engineers, Portland District has been tasked to solicit for and award a contract for Digital Governor Commissioning and Training services. The proposed contract will be a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The type of solicitation to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. Responses shall be sent via email to: crystal.m.chun@usace.army.mil NAICS Code: 541380 Small Business Size Standard: $14 Million Federal Service Code: H228 The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUB-Zone), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and Service-Disabled Veteran -Owned Small Business (SDVOSB). The Government must determine whether there is adequate competition among the potential pool of responsible contractors. Small business, 8(a), HUB-Zone, EDWOSB, and SDVOSBs are highly encouraged to respond. The government is seeking sources to perform on-site Digital Governor Commissioning and Training services at several USACE Dams in the Portland, Seattle, and Walla Walla districts. The Government previously purchased American Governor retrofit kits to convert mechanical governors to digital governors. The Contractor shall provide services of an erection engineer(s), programmer(s), trainer(s), and Computer Aided Drafting & Design (CADD) technician(s) for American Governor brand digital governors. The Contractor shall also provide O&M Manuals for the digital governors. Installation services are not needed. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov. Contractor's responses to this Synopsis shall be limited to 5 pages and shall include the following information (1-3) and responses to questions (4-8): 1.Contractor's name, address, point of contact, phone number, and email address, DUNS number, CAGE code, and any commentary regarding the drafted Performance Work Statement (PWS) 2.Experience: Contractor must provide a brief description of similar projects, customer name, timeliness of the performance, and customer satisfaction and dollar value of the project. Minimum of 3 but no more than 5 similar projects over the past 5 years. 3.Contractor must be registered in the System for Award Management (sam.gov) and provide CAGE code and small business category. Questions: 4.Do you have experience in programming American Governor brand digital governors using ControlLogix PLC? 5.Do you have experience in programming in ladder logic for starting and stopping of hydroelectric generators? 6.Do you have experience in testing and commissioning of American Governor brand digital governors? 7.Do you have experience in creating O&M Manuals for American Governor brand digital governors? 8.Do you have experience in training operations and maintenance staff on the operation theory and maintenance of American Governor brand digital governors? A drafted Performance Work Statement (PWS) has been included only for reference. This is a drafted PWS and shall be used for informational purposes only.
