Description
This is a combined synopsis/solicitation for commercial items prepares in accordance with the format in FAR Subpart 12.6 as supplemented through FAC 2005-72 effective 1 January 2014, DFAR DPN 20131231 and additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a separate solicitation will not be issued. This procurement is issued as a Small Business Set Aside under the NAICS 722320 with a small business size standard of $7.0 million. The Virginia Army National Guard requires catered meal services for its Regional Training Institute at Fort Pickett, Blackstone, VA. The resulting contract will be a firm fixed price contract for a base period of six (6) months with three six-month option periods for a total of 24 months. The Performance Work Statement (PWS) for the required service is part of the attached document and will be incorporated into the resultant award. The Service Contract Act of 1965 (SCA) is applicable to this procurement. Wage Determination 05-2545 is included as part of this bid package, however, the Wage Determination in effect five (five) business days prior to the date award is made will be applicable to the resultant contract. Interested companies shall return the attached document and any subsequent amendments, with pricing for all line items, completed provisions included in this solicitation (52.212-3, 252.209-7994, 252.225-7031 and 252.247-7022), finalized approved menus, required certificates referenced in the PWS and company information (taxpayer identification number [TIN], Dun and Bradstreet number [DUNS], Commercial and Government Entity [CAGE] code). Provisions and clauses relevant to this solicitation and resultant contract are referenced in attached document entitled quote mark Clauses quote mark. Interested contractors should review and familiarize themselves with these provisions and clauses. FAR clause 52.212-4 is amended as follows: paragraph (g)(1) is changed to require only one copy of the invoice in lieu of three; after paragraph (g)(2) the following is added: quote mark Invoices are to be submitted via Wide Area Workflow (WAWF) in accordance with the Electronic Invoicing Instructions included in this package. Questions regarding payment status or delinquent payments are to be addressed to the Voucher Examiner at 434-298-6186. Vendor must be registered in the www.sam.gov database prior to award of a federal government contract. Registration is free and can be completed on-line at https://www.sam.gov. Information in SAM must be current and complete within the past year. This is in addition to filling in the provisions included in this solicitation. A pre-solicitation meeting is scheduled for Thursday, 13 February, 2014 at 2:30 p.m. at the Regional Training Institute, 2100 East Parade Avenue, Fort Pickett, Blackstone, VA 23824. Attendance is not mandatory, but interested vendors are strongly encouraged to attend to become familiar with the facility, ask questions, etc. Minutes from this meeting will be posted as an amendment to the solicitation. The vendor shall develop 14 days of menus for breakfast, lunches and dinners in compliance with guidelines and limitations set forth in the statement of work and mirroring the structure of the government's 14-Day Menu. Interested vendors shall submit their proposed menus by 5:00 p.m. on Wednesday, 19 February 2014. The government will review the offered menus to ensure they meet guidelines. The vendor will be notified of any required changes and allowed the opportunity to revise and resubmit their menu offerings up to the established cutoff date. The cutoff date for government menu review and approval is 5:00 p.m. local (eastern) time, on Tuesday, 25 February 2014. After correction and acceptance of the approved menus, the vendor shall have until Tuesday, 4 March 2014 to submit offers along with the rest of the solicitation package. Questions are to be submitted in writing on the attached Request for Information (RFI) form. RFI forms may be emailed to susan.h.quinn2.civ@mail.mil or faxed to Ms Susan Quinn at 434-298-6202. The last date to submit an RFI is Tuesday, 25 February 2014 at 5:00 p.m. The government will respond in writing. All relevant responses will be tabulated and incorporated into the solicitation via amendment.
