Description
This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential qualified sources and their size classifications; HUBZone, 8(a), Small Disadvantage Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Business, Large Business relative to NAICS Code 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $14 MIL. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 238210? 2) Does your firm qualify as a small disadvantaged business? 3) If disadvantaged specify if your firm is certified under Section 8(a) of the Small Business Act? 4) Are you a certified HUBZone firm? 5) Are you a woman-owned or operated business? 6) Are you a certified Service-Disabled Veteran Owned or Veteran Owned business? 7) Is your business a large business? 8) Is your business fully registered on the System for Award Management? 9) What is your GSA schedule (if applicable)? Please provide a capability statement addressing your organization's ability to perform as a prime contractor for the requirement described below: 1.Draft Performance Work Statement 2.Technical Exhibit 1 - Mass Notification User Manual 3.Technical Exhibit 2 - Mass Notification System Speaker Stations Locations 4.Technical Exhibit 3 - Performance Requirements Summary 5.Technical Exhibit 4 & 5 - Semi-Annual Maintenance This Sources Sought Notice does not pertain to Competitive Outsourcing under A-76. This is not request for proposal and in no way obligates the Government to award any contract. Attached is the Draft Performance Work Statement (PWS) for the Maintenance and Repair of The Fort Leonard Wood Mass Notification System. Any and all industry suggestions and thoughts are welcome to the email address listed below. Please provide responses to this notice to: Saint.t.numa.mil@mail.mil Telephone responses will not be accepted. Please provide responses in writing no later than 11 April 2014. Responses to this sources sought announcement will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. No solicitation is currently available at this time. Questions and Answers From Interested Vendors 1) Are you seeking a maintenance agreement with parts and labor included? Answer: The requirement is for a maintenance and repair of the already installed equipment. All parts will be reimbursed at cost and labor is billed at a flat service call rate 2) Are you wanting a yearly price for this service? Answer: A yearly price is required for each line item that will be part of the solicitation and resulting contract. 3) We would like to know the current condition of the system. Answer: It has been well maintained by current and previous contractors. 4) When was the last time it has had preventative maintenance? Answer: May 2013 5) Are the batteries included or will the Government be purchasing them separately? Answer: The system is electric. 6) What response time is required for a repair? Answer: See Section 5 of the attached Performance Work Statement. 7) If we have Manufacturer training scheduled, would that be sufficient to place the bid? Answer: The training must be complete before contract award. Also there is a three year experience requirement for Mass Notification systems per section 1.9.2 of the Performance Work Statement. 8) Who would pay for a siren that has been hit by lightning? Answer: The Government will pay for all parts and materials that need replaced or repaired (see Summary of Work paragraph C.1.8). 9) What siren parts need to be included in the bid? Answer: None. Parts and materials are reimbursed in accordance with Summary of Work paragraph C.1.8. 10) What is the current contract number, vendor and value? Answer: Contract number W911S7-10-D-0018 Vendor is CSE Construction Value range from $100,000 to $200,000 per year
