Description
This is a pre-solicitation notice. This notice does not constitute a request for proposal, request for quote or invitation for bid. No contract will be awarded directly from this announcement. Requirements Title: Solicitation N62473-14-R-0202, Drilling of Deep Geophysical Test Holes on Department of Defense Lands in the Western United States (mainly in Arizona, California, and Nevada; with less probability in Colorado, Oregon, New Mexico, Utah, and Washington; and with significant low probability in Alaska and Texas) This requirement will be solicited on a Full and Open/Unrestricted competitive basis. North America Industry Classification System (NAICS) Code: 213115 - Support Activities for Nonmetallic Minerals. Contract Type: Firm Fixed-Price, Indefinite Delivery Indefinite Quantity (IDIQ) Federal Acquisition Regulation Acquisition of Commercial Items procedures will be used in the procurement of this requirement. A Multiple Award Services Contract (MASC) will be awarded. A maximum of five sources will participate in the MASC. Contract Period of Performance: One (1) Base Year and four (4) Option Years Anticipated Contract Capacity: $25 Million for Base Year and Option Years Target Award Date: October, 2014 The selected contractors will provide, under contract, all management, labor, incidental engineering, travel, transportation, equipment, material, and supervision necessary to perform geophysical test hole drilling at various Department of Defense (DoD) sites in the western United States. The scope of work includes drilling of geophysical test holes within Department of Defense (DoD) lands in the western United States to further delineate the geothermal resource at each individual land position. The test holes shall generally be designed to be drilled to a maximum depth of approximately 8,000 feet below ground surface. Drilling projects will help determine the presence of geothermal potential within a project area. Blowout prevention equipment (BOPE) may be required dependent on site-specific conditions. Casing, tubing, piping, and cementing in accordance with standards and specifications will be used. Drill sites may be located within the boundaries of active military range lands. Source Selection: Offers will be evaluated using Best Value, Trade-Off procedures that will result in a MASC. Offerors will be required to submit proposals addressing technical evaluation factors and price. The technical evaluation factors are anticipated to be as follows: 1) Relevant Experience, 2) Technical Approach, 3) Past Performance, 4) Safety, and 5) Small Business Utilization. All solicitations for NAVFAC Southwest are available at www.neco.navy.mil beginning with "N62473". It is anticipated that the electronic solicitation will be posted in the Navy Electronic Commerce Online (NECO) website and will be subsequently available in the Federal Business Opportunities (FedBizOpps) website at www.FBO.gov on or about 10 April 2014. All solicitation documents will be available online for offerors to download when the solicitation is posted. Interested parties must register in NECO or FedBizOpps to obtain access to the solicitation. Only those registered will be notified by e-mail when amendments to the solicitation are issued. Registration information is available at the respective websites. Offerors must be registered in the System for Award Management (SAM) database.
