Description
READ180 - SOW The Department of Defense Education Activity (DoDEA) Education Division intends to procure READ 180 New Generation (NG) using a Firm-Fixed Requirement Type contract on a sole source basis with Scholastic Inc., 557 Broadway, New York City, NY 10012-3999, under the authority of FAR 6.302. READ 180 NG is being procured because DoDEA in 2006 has adopted Scholastic Inc.'s READ 180 Enterprise Edition (EE) programs as its reading intervention program and installed READ 180 EE licenses throughout the agency. These licenses provided DoDEA's struggling readers access to READ 180 EE software, Scholastic Reading Counts and the Scholastic Reading Inventory in perpetuity. The READ 180 EE software needs to be updated. READ 180 NG is the only reading intervention program that has the required research-based interactive adaptive technology, ongoing assessments, and adaptive software to update the READ 180 EE and also the only program on the market that directly correlates with the Scholastic Reading Counts and the Scholastic Reading Inventory that DoDEA already owns.This is not a request for competitive quotes. However, any party that believes it is capable of meeting DoDEA's requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. All submissions must be received by the response date and time of this notice. Responses received will be evaluated, however a determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under Simplified Acquisition and Commercial Item Procedures in accordance with FAR Subparts 13.5 and 12.6. The Department of Defense requires all contractors to register in the System for Award Management (SAM) database to receive any contract award or payment. The SAM website is: http://www.sam.gov. All comments and questions regarding the notice shall be submitted in writing to anna.barbuggiani@hq.dodea.edu and received no later than 11:00 a.m. EST, 9 May 2014.
