There will be no compensation for preparing and submitting information necessary for this market research. Air Combat Command Acquisition Management & Integration Center (ACC AMIC); Langley AFB, VA is in the process of performing market research on capable sources that can provide non-personal services for our Unmanned Aircraft Systems Operations Center Support (UASOCS) program. The UASOCS program is comprised of both unique equipment solutions and programs of record for interfacing and communicating between Airmen located in Ground Control Stations (GCS), the Squadron Operations Centers (SOC), the Wing Operations Center (WOC), forward aircraft, and Command and Control (C2) centers worldwide at the Unclassified, Secret, Top Secret/Sensitive Compartmented Information (TS/SCI), and TSC/SCI Special Access Program (TSC/SCI SAP) levels. This system of systems provides critical C2 data, voice interconnectivity and video relays to enable pilots and sensor operators to fly and control UAS worldwide. The anticipated requirement will provide sustainment of UASOCS mission/training systems, the operations and maintenance (O&M) of equipment, and design/development of systems in support of Combat Air Patrols (CAPs) managed by ACC. Support will be required for the following operations: the 432nd Wing (WG) on Creech AFB, NV; the 49 WG on Holloman AFB, NM; the 432 WG detachment, the 20th Reconnaissance Squadron located on Whiteman AFB, MO; the 28th Bomb Wing (BW), 432nd Attack Squadron located on Ellsworth AFB, SD; 26th Weapons Squadron (WPS) on Nellis AFB, NV. For efficiencies purposes, the government is contemplating adding the Satellite Communications (Reachback) sites on Ramstein AB, Germany; Kadena AB, Japan and a possible future location (FY 16/17) on Sigonella AB, Italy to this requirement. The government requests industry input as to any efficiencies on this strategy. A draft Performance Work Statement (PWS) is posted with this notice to provide the size, scope and complexity of the requirement to interested parties. Draft PWS Appendices D, F, I, J and L are To Be Determined (TBD) and are not posted with the draft PWS. The anticipated North American Industry Classification System (NAICS) code for this acquisition is 541513 (Computer Facilities Management Services), which has a small business threshold of $25.5M. The predecessor contract for the UASOCS services was awarded as a large business through full and open competition. The Government seeks industry input to determine if current market conditions will allow for a total small business set-aside under the auspices of the Federal Acquisition Regulation Part 19 or if the requirement should remain full and open. The Government requests a capability statement in response to the attached UASOCS Market Research Questionnaire and draft UASOCS PWS from any interested source/potential offeror. This information will be used only for market research purposes and will not be used as part of proposal evaluation later. This is not a formal Request for Proposal (RFP), and no contract will result from this notice.
