Description
DFARS 252.209-7994 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is set aside for small businesses. The NAICS Code for this synopsis/solicitation is NAICS, 335312, Motor and Generator Manufacturing, Size Standard 1000 employees. Solicitation/Purchase Request Number F2KBAD4077A001 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-72, Effective 30 Jan 2014. The Government intends to award one contract with one (1) Contract Line Item Number (CLIN): For a Commercial Generator as follows: CLIN 0001: Commercial Generator QTY: 1 UNIT OF ISSUE: EA Generator Specifications: 1. The generator shall support 3-phase wye configured (208V line-to-line, 120V line-to-neutral) service 2. The generator shall have a single phase voltage regulation of+- 1% and a steady state frequency regulation of +-0.25% 3. The generator shall be rated at not less than 100 kW at sea level 4. The generator will not be sheltered but rather will be out in the open. The performance of the generator shall not degrade over a three-year period while exposed to the following environmental conditions: a. -20 degrees F to 110 degrees F b. Relative Humidity 10% to 95% 5. The generator will accept propane fuel from an external tank 6. The generator shall detect loss of utility power and self-start upon said detection 7. The generator shall have programmable start delay 8. A surge of 170A at 208V will result in less than 15% voltage drop at a PF of 0.4 9. The generator shall be able to run continuously for a period of not less than 24 hours without maintenance assuming sufficient fuel 10. The generator status shall be viewable remotely (via internet), and status changes shall be reported to the operator via text message or email 11. The generator shall have a sound reducing enclosure 12. AFFARS 5352. 201-9101 Ombudsman: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
