April 9, 2018 -This is an Administrative FBO Change - Pre-Solicitation Synopsis Archive changed to September 30, 2014. All narrative pertaining to the draft RFP remains the same. March 28, 2014 Draft Request for Proposals (RFP) #2 Attached to this notice is the second in a series of draft Request for Proposals (RFP) to be issued by the Department of Defense (DoD) Healthcare Management Systems Modernization (DHMSM) Program. The attached letter from the DHMSM Program Manager provides more detail regarding the second Draft RFP. Please note that as this release is a draft, many of the details in this release are preliminary and may change and mature as the Government refines its requirements. Updated sections of the RFP appear in the attached file "N00039-14-R- 0018_DRAFT RFP #2 Change Pages_03_28_2014.pdf". This file contains the change pages from Draft RFP #1. Any information not listed in the change pages remains current from Draft RFP #1 and is available in the file, "N00039- 14-R-0018_DRAFT_01_29_2014.pdf". Section J of Draft RFP #2 details changes to the attachments. Some attachments have been moved to the Technical Data Repository (TDR). The instructions to access the TDR have not changed and are available at the bottom of this announcement. The DHMSM responses to the Draft RFP #1 questions and comments are attached to this posting. The Government is seeking responses to this release in the form of comments, questions, and concerns. Please adhere to the following submission instructions in the submission of your responses. All comments, questions, and concerns must be submitted to the following email address DHMSM.RFP.Q&A@technatomy.com. Each comment, question, or concern addressed in your response must be submitted in the excel spreadsheet provided (RFP2_Questionnaire Form.xlsx). Responses are welcome throughout the process, however, only responses submitted before 12:00 PM EST on 11 APRIL 2014 will be considered for incorporation in Draft RFP #3. PLEASE NOTE: No proposals are being requested in response to this draft, and none will be considered. Along with this release, the DHMSM Program Office has tentative plans to host a fourth Industry Day. Industry Day registration is not open at this time and details of the Industry Day are forthcoming in a separate announcement. In addition to Draft RFP #2, the Interagency Program Office (IPO) has provided a preliminary draft of the Healthcare Information Interoperability Technical Package (I2TP), which will be made available in the TDR in the near future. While the I2TP is not a DHMSM program document, the information is being provided to inform industry about the current state of interoperability standards. Additional information and releases will follow and be announced via the SPAWAR e-Commerce Central (https://e-commerce.sscno.nmci.navy.mil) and Federal Business Opportunities (www.fbo.gov) websites. Information from previous postings is also available on the SPAWAR e-Commerce Central website. **************************************************************** February 5, 2014 - UPDATE - Draft Request for Proposal (RFP) #1 The DHMSM Program Office released the first in a series of draft RFPs on 29 January 2014. A critical element of the draft RFP process is the timely collection, consideration, and adjudication of feedback received from Industry for incorporation into future RFP releases. Based on DHMSM's aggressive timeline to draft RFP #2 release, the Program Office has determined it is necessary to modify the comment cut-off date for Draft RFP #2 consideration to 12:00 PM (noon) EST March 3, 2014. The DHMSM Program Office strongly encourages the submission of feedback prior to Industry Day #3, scheduled for 19 February 2014. The intent of Industry Day is to update interested parties on matters relating to the DHMSM contracting strategy and the upcoming modifications to future draft RFP releases as a result of the feedback received. As a reminder, all feedback shall be submitted to the following DHMSM email address: DHMSM.RFP.Q&A@technatomy.com using the excel spreadsheet provided (RFP1_Questionnaire Form_V2.xlsx). All questions and answers will be posted electronically for public viewing via FBO and SPAWAR e-Commerce. DHMSM respects the privacy of individuals providing feedback and does not intend to post any personal or organization specific information included during such submissions. These attachments are working correctly. The PDFs are intended to contain computer code, not plain text. Please note that as this release is a first draft, many of the details in this release are preliminary and may change and mature as the Government refines its requirements and incorporates feedback from Industry. Details of the Industry Day are forthcoming in a separate announcement. Offerors are strongly encouraged to register for an account with e-Commerce and take advantage of the website's subscription function to be informed when changes are made to this release or new releases are issued. MITRE, a Federally Funded Research and Development Center (FFRDC), is providing a secure server to host the DHMSM tech data. The tech data contains a mix of file types that include.doc,.pdf,.vsd, among others. Please follow the below instructions to gain access to the TD site hosted by MITRE: To request access to the DHMSM MITRE tech data hosting site, send an email request to DHMSMdata@bah.com with the subject line 'DHMSM Account Request'. All requests must list the name, company and email address of each individual requesting an account. DHMSM will direct a MITRE representative to begin the process of granting access. A MITRE representative will respond to each individual with a confirmation email and instructions to access the tech data. The confirmation email subject line will read "Invitation to access MITRE Community Share Partners". Be advised that obtaining access to the MITRE tech data hosting site is a multi-step process and individuals requesting access may experience lag times of up to 4 hours between each step, but will not exceed 3 business days for the completion of the entire process. Once the aforementioned steps have been completed, each individual will receive an email from MITRE to acknowledge the granting of access and be prompted to establish a user ID and password to access the site.
