Description

This is a Pre-Solicitation Notice - This is a Pre-Solicitation Notice is to set-aside this procurement for 100% Service Disabled Veteran Owned Small Businesses (SDVOSB) All other Small Businesses are not eligible to bid at this time. SDVOSB interested in bidding should download (obtain) the necessary documents and attachments when posted. This requirement is primarily for Hazardous Waste Disposal and Management Services for Veterans Affairs Palo Alto Health Care System (VAPAHCS) facilities. This requirement includes services for inspection, packaging, repackaging, loading, unloading, containerization, removal, transportation, storage, recycling, reuse, recovery, treatment, and disposal of hazardous and regulated substances. Additional services include expedited removals, laboratory analysis, sampling and analysis for each unknown waste stream, reports, forms, and labeling. Infectious and radioactive wastes or mixtures of such wastes with hazardous waste shall not be included under this contract. Waste disposed of under this contract may possibly be contaminated with one or more substances not specifically identified. The Contractor shall furnish the transportation, labor, supervision, supplies, materials, equipment (to include but not limited to the following: suction trucks, pumping equipment, container trucks, portable scales for weighing drums and bulk containers, sampling equipment and cleaning equipment, incidental spill cleanup supplies, forklifts and waste collection containers) required permits and authorization to perform the work in accordance with (IAW) the terms and conditions described herein. The requirement includes these following medical centers and community based outpatient clinics (CBOCS): Palo Alto VA Medical Center (VAMC) at 3801 Miranda Avenue, Palo Alto, CA 94304 Menlo Park VAMC at 795 Willow Road, Menlo Park, CA 94025 Livermore VAMC at 4951 Arroyo Road, Livermore, CA 94550 Capitola Community Based Outpatient Clinics (CBOC or OPC) at 1350 41st Avenue, Suite 102, Capitola, CA 95010-3906 San Jose CBOC at 80 Great Oaks Boulevard, San Jose, CA 95119 Monterey CBOC at 3401 Engineer Lane, Seaside, CA 93955 Sonora CBOC at 13663 Mono Way, Sonora, CA 95370 Fremont CBOC at 39199 Liberty Street, Fremont, CA 94538 Stockton CBOC at 7777 Freedom Road, French Camp, CA 95231 Modesto CBOC at 1225 Oakdale Road, Modesto, CA 95355 The proposed NAICS code is 562112 and small business size is $35.5 million. The VA intends to award a requirement type contract with firm-fixed prices for each category of waste being disposed for a base plus four option years. Period of Performance will begin on/about Jan 1, 2015. The formal solicitation document will be posted in www.FBO.gov on/about May 1, 2014.
