- PRESOLICITATION NOTICE Solicitation No.: GS-02P-14-DT-C-0005 The General Services Administration ("GSA") Northeast and Caribbean Region 2 is pleased to announce an opportunity for Architect-Engineering ("AE") Design services for the DHS-ICE Varick Street 4th Floor Reduction and Realignment Renovation Project at the Federal Building located at 201 Varick Street, New York, NY. This procurement will be set-aside for small business concerns. The requirements for this solicitation include Architect-Engineering Design services for the conversion of approximately 43,000 sq. ft of detention center space to an open-office space with a warm-lit shell; the renovation and reconfiguration of the remaining 18,000 sq.ft of processing center space with separate access and a secured perimeter for the Department of Homeland Security's ("DHS") Immigration & Customs Enforcement ("ICE"); the investigation and abatement of existing asbestos and hazmat conditions, as well as the incorporation of Leadership in Energy and Environmental Design ("LEED") measures. The design must comply with the Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings. The Federal Office Building at 201 Varick Street is a twelve (12) story Art Deco office building constructed in 1929. The building is occupied by the various Federal Government Agencies of the United States. This building is located in lower Manhattan. Additional information on this building including detailed descriptions and history can be found at the following website link: http://www.gsa.gov/portal/ext/html/site/hb/category/25431/actionParameter/exploreByBuilding/buildingId/318# The scope of work includes, but is not limited to the following: • Develop a design based on Design Intent Drawings ("DID") and Program of Requirements ("POR") provided to meet the above anticipated procurement requirements. • Perform pre-design site surveys and hazmat testing/s, if necessary, • Design to meet all applicable local, DHS ICE and GSA security requirements and codes. • Provide complete construction document submissions including specifications and drawings. Submissions shall be prepared for the following phases: Design Development (DD), 50%, 90% and 100% Construction Documents (CD). • Provide construction cost estimates and updated schedules for each phase of the design. • Optional services shall include Post Construction Contract Services (PCCS) and Construction Inspection Services (CIS). The GSA will adhere to the following evaluation factors when determining contract award: • Factor No. 1: Specialized Experience (20%) • Factor No. 2: Professional Qualifications (20%) • Factor No. 3: Past Performance (20%) • Factor No. 4: Design Philosophy (15%) • Factor No. 5: Capacity to Accomplish the Work (20%) • Factor No. 6: Geographic Location (5%) The anticipated award date for this procurement will be Fall 2014. The current estimated construction cost for this project ranges from $5,000,000 to $10,000,000. The estimated duration of the Architect Engineering Design services for this anticipated project is 9 Months after the issuance of the Notice to Proceed (NTP). The North American Industry Classification System (NAICS) code for this anticipated procurement is 541310 and the Small Business Administration (SBA) size standard is $7.0 million dollars in average annual receipts over a concern's latest three completed fiscal years.
