Description
This requirement is for the turnkey design, supply, delivery, assembly installation and training of a CNC programmable water jet cutting machine with freestanding 5-ton jib crane with 20 foot powered rotating boom, electric trolley and electric hoist, at Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466. The contractor shall provide all engineering, design, supervision, labor, equipment, and materials to fabricate, deliver, rig into location, assemble and install the CNC water jet cutting system and jib crane inside the Machining Branch at TYAD. At a minimum, the cutting area of the water jet cutting machine shall be 6' by 12'. However, larger tables will be acceptable as long as it fits the footprint of the installation area. CNC software shall be compatible with software in use at TYAD. The CNC water jet and jib crane shall meet or exceed all applicable industrial, federal, state and local standards and codes. The contractor shall provide training for operator and maintenance personnel and 5 axis CNC programming training at the contractor's facility. The CNC water jet cutting machine and jib crane, hoist and trolley shall have a four (4) calendar-year warranty from the date of final acceptance. The requirements also include the contractor to disconnect and remove a 6' x 12' FLOW water jet cutting machine and ancillary pieces and disconnect, disassemble and remove a 1-ton jib crane and move to another location at TYAD. Completion of the contract is required within 180 days after award. Defense Federal Acquisition Regulation 225.1 -Buy American Act - Supplies, applies to this acquisition. DFAR 252.225-7001 - Buy American Act and Balance of Payments Program, will be included in the solicitation. A site visit will be held after issuance of the solicitation. Dates of the site visit will be established in the solicitation. It is strongly recommended that prospective offerors attend a site visit prior to submitting a proposal. The site visit will give offerors the opportunity to consider the layout and floor space of the system within the installation area. In accordance with FAR 19.502-2(b)(1) this requirement has been designated as a 100% Total Small Business Set-Aside. NAICS code is 333517, Size Standard is 500 employees. This acquisition will be pursued in accordance with FAR Part 12 Acquisition of Commercial Items and FAR Part 13.5 Test Program for Certain Commercial Items. The solicitation Request for Proposal (RFP) W25G1V-14-R-0020 will be issued on or about April 21, 2014. Actual issue and due dates shall be as established in the solicitation. The RFP will be available for download on the FEDERAL BUSINESS OPPORTUNITIES PAGE. Vendors wishing an electronic copy may download the RFP on or after the issue date at the following internet address: https://www.fbo.gov/. At Keyword/Solicitation Number, insert W25G1V-14-R-0020 and click SEARCH. The solicitation will be issued electronically only. No paper or disc copies will be issued. It is incumbent upon interested sources to periodically access the internet site through closing to obtain any amendments which may be issued. All amendments must be acknowledged in the proposal. All proposals submitted shall require a technical proposal describing the Contractor's proposed equipment and capability to provide the requirements of the solicitation and statement of work. In addition, recent and relevant past performance for same or similar requirements which demonstrate capability and successful performance on previous contracts will be required with proposal submitted. Any resultant contract shall be Firm Fixed-Price, one (1) award. In order to be eligible for an award, all prospective offerors must be registered in System for Award Management (SAM) and be found to be responsible in accordance with FAR 9.1 - Responsibility of Prospective Contractors.
