Description

This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the information in the Federal Acquisition Regulation (FAR) 12.603, Streamlined Solicitation for Commercial Items and FAR 13, Simplified Acquisition procedures. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Department of Veterans Affairs (VA) Request for Quote (RFQ) solicitation number VA101-14-Q-0109 is solicited for Full and Open Competition. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 2005-72; effective January 30, 2014 and VA Acquisition Regulation (VAAR). It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://wwwacqnet.gov/far and http://www.va.gov/oal/library/vaar. The associated North American Industrial Classification System (NAICS) code is 72110, Hotels (except Casino Hotels) and Motels. The Product Service Code of this category is V231, Lodging, Hotel /Motel. This requirement is being solicited unrestricted. All Offerors that provide a quotation agree that the requirement and services can be provided in its entirety, for the specified performance period. Offerors that cannot provide the complete requirement and services during the performance period of April 27, 2014 through May 1, 2014 should not provide a quotation, as the quotation will not be considered. The Offeror shall provide the following requirements: The Department of Veterans Affairs (VA), Center for Minority Veterans (CMV) Advisory Committee on Minority Veterans (ACMV) requires sleeping rooms in support of the upcoming annual site visit. The place of performance shall be New York City, New York. The venue must be located in Bronx New York in close proximity to the James J. Peters VA Medical Center. Description: Please see the attached Statement of Work (SOW) for room requirement The VA intends to award one Firm Fixed Price purchase order on the basis of lowest price, technically acceptable (LPTA), Award will be made to the Offeror having the lowest evaluated price meeting or exceeding the technical acceptability standards for non-cost factors. Technical factors will be rated as acceptable or unacceptable. Technical and price evaluation factors are of equal importance. In order to determine that the Offeror's offer is technically acceptable, the Offeror shall meet or exceed all the specified requirements explained in the SOW. Factors to Evaluate Factor 1 - Technically Acceptable (acceptable/unacceptable) Factor 2- Price- Reviewed for completeness and reasonableness Factor 1- In order to be considered technically acceptable the Offeror's quotation shall be evaluated on the following: a. Demonstrated ability to provide hotel sleeping rooms to accommodate sixteen (16) people during April 27, 2014 through May 1, 2014. b. Quotes are in line with the Government per diem rates for Bronx New York area during the specific time period. c. Hotel must be in close proximity to the VA Medical Center Factor 2- Price: The Offeror shall provide a total costs that combines all requirements. If an Offerors price quote is determined to be unreasonable or incomplete, their quotation will be removed from further consideration. Solicitation Provisions/Clauses: This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-72, effective January 30, 2014. The Offeror's offer shall consist of the following information which is divided into two parts: Technical Offer, and Price Offer. The Technical Offer shall include title page, solicitation number, detail table of contents, preface and shall not exceed 10 pages, utilize Times New Roman and size 12 fonts. The Offerors must be specified in responses to this requirement. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quotation, which will be considered by the agency. Questions shall be submitted by Friday April 11, 2014 by 5:00 PM EDT Quotation Submission Deadline: Quotations must be received by April 16, 2014 by 12:00 PM EDT. Any responses received after April 16, 2014 will not be considered. (
