- This is a SOURCES SOUGHT SYNOPSIS and is for informational / market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. No reimbursement will be made for any costs associated with providing information in response to this synopsis or on any follow up information. NO SOLICITATION IS CURRENTLY AVAILABLE. The purpose for this synopsis is to conduct market research to help identify capable, potential sources and to establish if this requirement can be set-aside for small business or other socio-economic programs to include: Small Business, 8(a) firms, Historically Underutilized Business Zones (HUBZone), Women-Owned, Economically Disadvantaged Women-Owned Small Business (EDWOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB). Those aforementioned programs are highly encouraged to respond. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities (FBO - http://www.fbo.gov). It is the potential Offeror's responsibility to monitor FBO for release on any future solicitation that may result from this Sources Sought Synopsis. NAICS Code: 336611 (Ship Building and Repair) Small Business Size Standard: 1,000 Employees Federal Service Code (FSC): J999 (Non-Nuclear Ship Repair) 1. GENERAL INFORMATION: The U.S. Army Corps of Engineers (USACE), Portland District, has been tasked to solicit for and award a project / procurement for Dry Dock, Underway and Emergent Support Repairs for the Hopper Dredge Yaquina. USACE maintains a U.S. Coast Guard (USCG) Certificate of Inspection, as well as, an American Bureau of Shipping (ABS) Load Line for this vessel. All work shall meet the standards of these two regulatory bodies. All overhaul and dry dock work shall be performed at the contractor's facilities. The Yaquina is a trailing arm suction-type Hopper Dredge with an overall length of 200 feet, a beam molding of 72 feet with drag arms in cradle and 108 feet with drag arms on dock, a Normal Light Draft Forward of 6 feet 7 inches, a Normal Light Draft Aft of 10 feet 3 inches and is 2001 long tons. The overhaul and dry docking period shall be located on the West Coast of the Continental United States (CONUS). The scheduled period of performance will generally take place between the months of November to March. This period will require dry dock space and potentially, a mooring berth. Emergent work requirements may be performed at the contractor's facilities or when the vessel is operating, as determined by Portland District and the operating schedule of the dredge. Repairs while underway shall be the responsibility of the contractor. This shall include emergency tug assist services; therefore, the contractor shall have acceptable agreements for emergency or underway repairs with ports of call on the CONUS West Coast. Major work items associated with the overhaul and dry docking include but are not limited to: - Pressure washing exterior hull (Keel to upper deck and bulwarks); Spot blasting as applicable - Painting areas of the dredge hull below the water line and miscellaneous areas above the upper deck - Coating the entire lower hull, upper hull (Waterline to upper deck and bulwarks) - Furnishing and installing new anodes - Cleaning, inspecting and/or painting anchors, chains, chain lockers and forward / aft tanks - Complete inspection of the hopper areas - Removing and reinstalling propeller blades - Removing and replacing tail shaft / hub assembly and main propulsion shaft bearings - Repairing bow thrusters - Inspecting sea valves - Replacing trunnion inlet valve and associated piping - Overhauling hopper door and overflow hydraulic cylinder - Replacing rudder, rudder stock and bushings - Inspecting and replacing skin valves and sea strainers - Inspecting, cleaning, removing and/or overhauling supply and exhaust fans - Servicing dock boiler at Terminal 2 at the Port of Portland - Cleaning pump and engine room bilges - Miscellaneous inspecting, repairing and/or removing related to hopper doors - Inspecting and maintaining fire detection and extinguisher systems - ABS special survey NOTE: The Yaquina is not certified to be free of asbestos containing material (ACM) or lead based paint. The proposed project is anticipated to be an Indefinite Delivery / Indefinite Quantity (IDIQ) Firm Fixed Price (FFP), consisting of one (1) base year and two (2) option years. The periods of performance are anticipated to be: Base Year: 15 November 2014 to 14 November 2015 Option Year 1: 15 November 2015 to 14 November 2016 Option Year 2: 15 November 2016 to 14 November 2017 2. CAPABILITIES: a.) Firms shall demonstrate the following: - Recent and relevant experience within the past five (5) years with the repair or modernization of ship propulsion, power generation, structural, steering and electronic systems on large ships under a Master Ship Repair Agreement (MRSA) or similar contract vehicle - Access to capable shipyards (REF Sections 2 and 3 below) and ability to meet the minimum capabilities for performing ship repairs under a MSRA or similar contract vehicle - Availability of dry docking and dock / mooring berth between the months of November to March - Agreements or ability to obtain agreements with other ports of call along the CONUS West Coast, for emergency or underway repairs - Ability to provide tug assist services from Terminal 2 in the Port of Portland to the contractor's facilities - Ability to perform major work as listed above b.) At a minimum, pier and wet berth shall meet the following criteria: - Minimum low-water level of 20 feet - 250 feet between fore and aft tie-off kevels - 50 feet by 16 feet clear pier working area - Documented pounds per square foot load capability - 400 Amp, 480 Volts AC, 3-Phase, 60 Cycle electrical service with Ground Fault Circuit Interrupter (GFCI) and phase protection - Potable water with a minimum flow of 45 GPM at 60 PSI for filling ship's tanks - Fire prevention and protection plans c.) At a minimum, dry dock shall meet the following criteria: - Minimum lift capacity of 2,001 long tons - Minimum clearance between wing walls shall be 64 feet - Minimum keel block height shall be 4 feet d.) At a minimum, the contractor shall provide temporary Government office within the immediate vicinity of the vessel: - Minimum area of 600 square feet - Inclusive of at least three (3) computer systems, printing and online capabilities and landline / cell phone service - Reserved parking spaces for up to six (6) Government employees - Additional parking for up to thirty (30) vehicles - If required, up to fifty (50) gate passes / individual ID badges 3. INSTRUCTIONS TO RESPOND TO SOURCES SOUGHT SYNOPSIS: A drafted Performance Work Statement (PWS) has been included for informational purposes only. Prior Government contract work is not required for submitting a response to this synopsis. Firm's responses to this synopsis shall be limited to five (5) pages and shall include the following information: a.) Firm's name and address b.) Firm's point of contact name, phone number and e-mail address c.) Firm's interest in bidding on the solicitation once it is issued d.) Firm's CAGE Code and DUNS Number to show proof of registration in the System for Award Management (SAM) - https://www.sam.gov. e.) Experience: Firms shall provide a brief description of similar projects within the past five (5) years to include the customer's name, timeliness of performance, customer's satisfaction and dollar value. Please provide a minimum of three (3) projects, but no more than five (5). f.) Capabilities: Firms shall demonstrate their ability to meet the requirements in the section titled 'CAPABILITIES.' g.) Firm's small business categories (Small Business, 8(a), HUB-Zone, Women-Owned, EDWOSB and SDVOSB). h.) Firm's Joint Venture information, if applicable. Please note, responses will be shared within the Government and project team, but otherwise will be held in strict confidence.
