Description
Draft Statement of Work for Cabinet X-Ray Machine Service Summary: This Request for Information (RFI) is for Market Research and planning purposes only and is not to be construed as a commitment by the Government. This is NOT a Request for Proposal, Invitation for Bid, or an announcement of a solicitation. Response to this RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources, conduct market research, and develop a complete requirement. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Background: The United States Marshals Service (USMS) Office of Security Systems (OSS) seeks sources that can provide annual X-ray service/repair for approximately 375 Smiths Detection X-ray machines nationwide. The equipment is currently in use at U.S. Courthouses and federally owned or leased facilities within the United States and its territories. The equipment enhances the personal protection of the Federal judiciary, personnel and property. X-ray units are used for the detection of contraband (weapons, explosives, etc.) concealed within personal items being brought into these facilities. Instructions: A draft Statement of Work has been provided for review. Upon review, interested parties shall submit a response in Microsoft Word or PDF Format. All information shall be UNCLASSIFIED material only. Any company proprietary information must be marked as such. Information shall not exceed 10 one-sided 8 ½ x 11 pages, with one inch margins, and font no smaller than 12 point. Respondents shall include as part of their submission: 1. Company name, address, phone number; a point of contact with email address; Data Universal Numbering System (DUNS) Number; and NAICS codes. 2. Identification of business size and whether currently designated as a small business as defined by Federal Acquisition Regulation (FAR) Part 19 and currently registered in the System for Award Management (SAM). Small business size standards are published by the Small Business Administration (SBA) and may be found at http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf The North American Industry Classification System (NAICS) code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, and the size standard is $19.0 M in annual receipts. 3. If your business is classified as a small business, provide a brief statement as to how your organization will be able to provide a minimum of 50 percent of the work for this requirement. 4. Identify your firm's availability on GSA Schedule, including schedule contract number and associated special item numbers (SIN). 5. Capability information, including a brief description of experience providing services similar to the requirements described in the attached Statement of Work, a summary of the company's past performance in providing these services during the past five years, including any on-going contracts. Include Contracting Activities/Agencies, Contract Numbers, Highest Contract Value, Contract Period of Performance, Number of labor hours provided during the period of performance, and a Point of Contact at the Contracting Activity who can verify the information you provided. 6. Describe your firm's ability to provide a nationwide footprint, including U.S. territories. 7. Is your firm capable of servicing Smiths Detection X-ray machines series 6040, 6046, and 7555? 8. Describe your firm's ability to acquire and install manufacturer parts (new and refurbished) and software for Smiths Detection X-ray machines series 6040, 6046, and 7555. 9. Describe any previous experience servicing and maintaining Smiths Detection X-ray machines series 6040, 6046, and 7555. 10. Describe any certifications or qualifications that your service technicians currently have to diagnose and repair Smiths Detection X-ray machines series 6040, 6046, and 7555. 11. Describe your firm's typical response times for service requests upon notification. a. Arrival time to site. b. Timeframe for ordering and delivering parts. c. Repair time on site. 12. Describe the warranty your firm provides for services, to include any labor, parts and software that are installed. 13. Identify your firm's ability to provide a 24 hour toll-free nationwide technical phone service. 14. Describe how your firm would package services for the following: a. Preventative Maintenance; b. Radiation Leak Testing; c. Reinstallation of existing units; and d. Any combination of the above. 15. Describe how your firm's pricing structure may reflect services provided for an individual unit at a single location versus multiple units at a single location. Are services typically firm, fixed-price, or time and materials? Interested parties must submit a capability statement in response to this RFI by email no later than 12:00pm, EST, Wednesday, April 23, 2014 to Lauren Buchanan, Contract Specialist at OSC.procurements@usms.doj.gov.
