- Event: Naval Special Warfare Command (NSWC) Combat Swimmer Expo Date: 06 May 2014 Location: Naval Amphibious Base Coronado Combat Training Tank, Building 164 San Diego, CA 92155 This request for information is being issued on behalf of NSWC. The purpose of this industry day event is to provide an opportunity for NSWC personnel and other US Military personnel to review commercial technologies and capabilities for individual maritime equipment that meet the specifications listed herein. Description: NSWC is reviewing commercial technologies and capabilities across the maritime spectrum. The audience is senior leadership, subject matter experts and senior officials with an interest in individual use items described below in the Equipment List being presented at the Combat Swimmer Expo. Combat Swimmer Expo Participant Eligibility: NSWC is seeking information from all interested manufacturers in industry pertaining to the Equipment List items and their identified capabilities described below. Only the type of items included in the Equipment List below will be reviewed. In order to be eligible for selection and participation as an Equipment List item and a Manufacturer Participant at the Combat Swimmer Expo, the Equipment List items presented by the manufacturer must meet ALL stated capabilities for that item. Interested Manufacturers shall be capable of providing a minimum of one Equipment List item with the stated minimum required specifications. Manufacturer Participant selection will be based on review of white paper submissions for only the Equipment List items and their minimum required specifications. All interested manufacturers will be notified of selection/non-selection status as a Manufacturer Participant via email no later than 22 April 2014. Manufacturer Participants will be provided with additional reporting instructions. Attendees will be limited to two (2) personnel per manufacturer. Submission Contents: NSWC is requesting interested manufacturers capable of providing any or all of the Equipment List items submit white paper demonstrating the technologies and capabilities of their equipment for consideration. Interested manufacturers shall submit a white paper document not to exceed four pages for each Equipment List item being presented for consideration. White paper shall indicate if equipment is included on or being considered for the Approved for Navy USE (ANU) list. Submissions shall also include the following title page information: 1. Company 2. Commercial and Government Entity (CAGE) Code 3. Submission Point of Contact Name, Email and Telephone Number 4. Attendee #1 Name, Email and Telephone Number 5. Attendee #2 Name, Email and Telephone Number Submission Deadline: Interested manufacturers shall submit white pages for consideration by 1400 Pacific on 18 April 2014 to the following email addresses: WARCOM-Contracts@navsoc.socom.mil Kristen.Smith@navsoc.socom.mil Ian.Roy@navsoc.socom.mil Equipment List: Manufacturers must be able to provide for demonstration a minimum of one of the following Equipment List items. Items shall be available for review and use by NSWC personnel in the Combat Training Tank (pool to depth of 30 feet). Minimum required specifications are listed below each item. 1. Dive mask a. 100cc or less b. Anti-fog c. Anti- scratch d. Non- reflective e. Color: black, neutral, or camouflage 2. Fins a. Worn with a boot or a shoe b. Color: black, neutral, or camouflage c. Marine grade material d. Fin length approximately six to twenty four inches e. Primarily designed for surf passage 3. Wet Suit a. Primarily used for diving b. Made from compression resistant or open cell neoprene c. Reduced water retention d. Singular or modular system, i.e. layered system, top, bottom, hood e. Capable of being neutral in color f. Easy donning and doffing g. Berry compliant 4. Boots/ or Shoes a. Drains water quickly b. Adjustable insole to allow for thicker sock in cold water c. Provides traction and support for metal ship decks d. Capable if being used with fins e. Designed to be submerged in salt water f. Worn with neoprene sock or dry suit booty 5. Maritime Sock a. To be worn with boot/ shoe b. Worn inside boot for cold to warm water for insulation and traction c. Thickness from 1-3.5 mm 6. Dry bags a. Multiple sizes and multiple purposes, i.e. weapons bag, radio bag, 3-day bag, etc. b. Water immersion proof zipper c. Ability to expel excess air when sealed d. Berry compliant 7. Depth Gauge a. Designed for night subsurface operations b. Ability to adjust luminosity c. Ability to be self-illuminated from 5seconds-240mintues d. Cautions diver depth greater than 20' e. Integrated temperature gauge f. Integrated compass g. 24 hour time display h. Easy start and stop clock 8. Diver Navigation Board a. Designed for night diving operations by waterproof light b. Ability to adjust luminosity c. Capable to turn off/ black out d. Bearing easily viewed by diver at any position e. Neutral in seawater 9. Camouflage face and body paint/ paste a. Water proof b. Sweat resistant 10. External camouflage skin for wet suits a. Must have multiple pattern and color b. Thickness approximately 1mm or less 11. Life Jacket Device (inflatable flotation or closed celled foam) a. Must be able to be worn with combat equipment Combat Swimmer Expo Equipment: Manufacturer Participants shall make available at their expense equipment for review and use by NSWC personnel and other US Military personnel at the Expo. Multiple units of selected equipment may be reviewed and used by NSWC personnel and other US Military personnel at the Expo. The Government will not purchase any Equipment List items provided by the manufacturer for review and use at this Expo. The Government is not responsible for any damage to items made available for review and use at this Expo. Manufacturer Participants may not bring samples or road show type marketing items. Only Equipment List items identified by Manufacturer Participants will be reviewed at the Expo. No other items will be reviewed and manufacturers bringing items other than those described herein may be turned away the day of the Expo. SECURITY: Manufacturers are not authorized to take photos or electronic videos during this event. Request for visit authorization shall be submitted in accordance with Department of Defense (DOD) 5220.22M National Industrial Security Operating Manual (NISPOM) 6-104b no later than 25 April 2014. The visit authorization letter (VAL) shall include the following information: (1). Contractor's name, address, and telephone number, assigned Commercial and Government Entity (CAGE) code, if applicable, and certification of the level of the facility security clearance; (2). Name, date and place of birth, and citizenship of the employees intending to visit; (3). Certification of the proposed visitor's Personal Clearance Level (PCL) and any special access authorizations required for the visit; (4). Name of person(s) to be visited (NSWC POC: SO1 Ian Roy); (5). Purpose and sufficient justification for the visit to allow for a determination of the necessity of the visit (NSWC Combat Swimmer Expo, Equipment List Product Manufacturer Participant); and (6). Date or period during which the VAL is to be valid. (06 May 2014)
