- This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation VA251-14-Q-0252 is issued as a request for quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-12. The North American Industry Classification System (NAICS) number is 811219. This is a small business set aside. All responsible sources may submit a proposal which shall be considered by the contracting officer. Requested Items/services: I.SCOPE OF WORK: The Contractor shall provide equipment, labor, material and supervision for installation of (2) Liebert Model DS077DUA0EI506A, 460 Volt, 60 Hz, 3 Phase, 65,000 amps rms Short Circuit Current Rating, Liebert DS Precision Cooling Systems: Nominal 077 KW (22ton) Air Cooled Down Flow Systems, with a net sensible cooling capacity of 61.1 KW (208,500 BTUH) at 75 F, 45% RH located in the computer HUB room at the Ann Arbor VA Medical Center. This contract is for service and installation of (2) Liebert Air Controlled Down Flow Systems. Currently the Facility is operating with two systems that are aging and not able to keep up with the current work load. The older of the two current systems will be replaced while the other new unit will be added to comprise of three systems or units in the existing space. Any variations in heat no matter how slight to the computer HUB room will affect the integrity of computer systems that the Liebert Units are designed to protect in this space. The unit will be placed back into optimal operation per AAVA standards. II.CONFORMANCE STANDARDS: All services provided under this contract must be performed in conformance with the Federal regulations and AAVA policies and requirements. III.PREVENTIVE MAINTENANCE: All preventive maintenance will be done by the vendor through a product warranty. IV.PARTS: All work will be in compliance with the contractor and must be replaced within a reasonable amount of time depending on the availability of any units and or parts. V.REPORTING REQUIREMENTS: The Contractor shall be required to report to the HVAC/Electrical Section Office located in room FG 100A-28 at the Ann Arbor VA Medical Center to log in during normal working hours. This check in is mandatory. When the service is complete, the Contractor shall document services rendered on a legible field service report. The Contractor shall log out at the HVAC/Electrical Section Office and submit the field service report to the Contracting Officer Technical Representative for a signature, during normal working hours. If the Contracting Officer Technical Representative is unavailable, a signed authorized copy of the field service report shall be sent to the Contractor after the work has been reviewed. VI.SAFETY REQUIREMENTS: In the performance of this contract, the Contractor shall take such safety precautions as the Contracting Officer may determine to be reasonably necessary to protect the lives and health of occupants of the building. The Contracting Officer shall notify the Contractor of any safety issues and the action necessary to correct these issues. Such notice, when served on the Contractor or his representative at the work site shall be deemed sufficient for the corrective actions to be taken. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work, and hold the Contractor in default. Installation will take place at the VA Ann Arbor Healthcare System, 2215 Fuller Road, Ann Arbor, MI 48105.
