- The U.S. Army Dugway Proving Ground Mission Installation Contracting Command, Dugway Proving Gound (DPG) is seeking sources to provide the following: 1) 1 each, new, 3,000-gallon liquid nitrogen tank, including shipping and installation, and the vendor will provide all necessary equipments and parts for the installation of the tank and other parts. 2)The installation will be at Dugway Proving Grounds, Dugway, Utah. The vendor shall connect tank to a 1-inch stainless steel tubing system in the Dugway laboratory (The stainless-steel tubing system in the laboratory and the concrete pad for the tank will be prepared by Dugway). The vendor will provide all required stainless fitting (Swagelok brand) and stainless steel final line regulation assembly. 3)The vendor will provide the full filling of liquid nitrogen after the installation (one time only) and conduct a leak test. 4)Tank must have a capability of safely filling liquid into a top container or low pressure (22 PSI) liquid cylinders (250-liter cylinder). The filling of liquid nitrogen will take place at the tank. All the parts for this capability must be brand new. 5)At this point, the capability of filling liquid into a regular pressure (230 or 340 psi) liquid cylinder is not required, but the tank must have a capability for installing this function in the future. 6)The tank must have an ambient air vaporizer to vaporize cryogenic liquid nitrogen into a gas. All parts for this vaporization process must be brand new. 7)The tank must be able to generate high purity gas (greater or equal 99.999% pure nitrogen gas). 8)Required area for installing the tank, the vaporizer and other accessories must not be greater than 14 feet by 20 feet. Tank's diameter is about 7 to 8 feet. 9)Have a capability to monitor the level of liquid nitrogen. 10)Five-year warranty on the tank and at least one-year warranty on other parts. The requiring activity for this procurement is the Life Sciences Division, DPG, UT. A determination on the contract type, mechanism for procurement, and possible set-aside will not be made by the Government until after the market research has been completed. No quotes are being requested or accepted under this synopsis. The anticipated North American Industry Classification System Code (NAICS) for this requirement 332420 Metal Tank (Heavy Gauge) Manufacturing and the size standard is 500 employees. Qualified companies are encouraged to respond. Responses should provide the following information in response to this sources sought announcement: (1) business name and address; (2) name of company representative and their business title; (3) pertinent details and experience of doing this type of services (identify any relationship with work conducted with the Governments chemical and biological programs); (4) business size as it relates to the NAICS code and size standard stated in this sources sought announcement; (5) contract types typically used for these types of services; and (6) other contract vehicles that would be available to the Government for the procurement of these services, to include General Service Administration (GSA) Federal Supply Schedules; and/or any other Department of Defense contracts. PROCEDURES: This Request For Information (RFI) is a required component of a complete and systematic process to evaluate interested parties in order to minimize cost both to potentially interested parties and the Government. Interested sources are also encouraged to submit product literature in response to this RFI. Any submission of such product literature or catalog cut sheets will be treated separate from, and will have no bearing on, any subsequent evaluation of quotes submitted in response to any resulting future formal Request for Quote. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Dugway Proving Ground, Attn: CCMI-CH-DP (Paul Frailey), bldg 5330 MS #1, Dugway Proving Ground, Dugway, Utah 84022-5000. No basis for claim against the Government shall arise as a result of a response to this SOURCES SOUGHT or Government use of any information provided. Elaborate quotes or pricing information are neither required nor desired. Any innovative and new conceptual ideas to achieve the stated objective are encouraged. No solicitation document exists for this request for Sources Sought. This notice is for informational purposes only; it is not a request for quotes nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this sources sought announcement.
